Job Context:
∎ Caritas Bangladesh (CB) is a national and nonprofit development organization that has been operating in Bangladesh since 1967. It has its Central Office in Dhaka and eight Regional Offices (Barishal, Chattogram, Dhaka, Dinajpur, Khulna, Mymensingh, Rajshahi, and Sylhet Region). CB is currently operating 89 projects covering 189 Upazilas focusing on six main priorities: i) Social Welfare for Vulnerable Communities (SWVC), ii) Education and Child Development, iii) Nutrition and Health Education, iv) Disaster Management, v) Ecological Conservation and Food Security (ECFS), and vi) Development of Indigenous Peoples.
∎ Caritas Bangladesh (CB)`s Chattogram Regional Office is looking for suitable candidates for the project of "Supporting end-to-end Landslide Early Warning and Anticipatory Action in Bangladesh" supported by Catholic Relief Services (CRS) - Bangladesh funded by USAID`s BHA and also to generate a panel for future recruitment.

∎ Reporting to: Regional Director
Job Responsibilities:
∎ The Project Coordinator/Manager is the Key responsible staff for project implementation and coordination at project office level; setting up the ground of landslide early warning systems at selected Upazila and Unions under the working area of project; Maintain liaison, coordinate and linkage with different actors and ensure quality implementation
∎ The Project Coordinator/Manager will work in close coordination with local IP focal persons for the project, local government institutions, local traditional community leaders, local team leaders of BDRCS and CPP; Program Officer (DM)-Regional and Central Office and technical persons of CRS based in project office. S/he will play his/her all duties and responsibilities to implement high quality activities approved in the project under direct supervision of Regional Director for all.
∎ Responsible for overall management, coordination and technical supervision for implementation of the activities including compliance and program quality aspects with robust coaching, mentoring to the field team of Implementation Partners in Bandarban and Teknaf upazila of Cox's Bazar under Caritas Chattogram Region.
∎ Monitor, supervise and follow up field based project team including partner organization for successfully implement the project.
∎ Provide guidance in preparing Upazila wise detailed implementation plan based on approved project document and budget.
∎ Liable to the Regional Director of Caritas Chattogram Region in Coordination with Program Officer (DM) and all concerns and CRS team at Bandarban to support the organizations/project by providing guidance for high quality implementation taking into consideration of the technicalities.
∎ Organize and supervise the implementation of project activities in coordination with all concerns.
∎ Liaisen and coordinate with different stakeholders (including GOs & NGOs) to seek their support and to keep them updated on project progress/activities.
∎ Conduct field visit to assess quality of implementation and provide necessary suggestions for improvement.
∎ Keep close communication with other projects of Caritas both Region and Central office to obtain necessary support for project implementation.
∎ Maintain coordination and communication in terms of project operation. Support the CB project team and key personnel to monitor project progress, quality and share learning.
∎ Prepare and ensure monthly/quarterly/six-monthly progress and narrative quality report of the project activities as per project
∎ agreement and shared with Central Office timely.
∎ Ensure that the project relevant compliance as per project agreement, statutory rules and regulations, standard and CB policies are followed.
∎ Define tasks and devise an effective action plan with sustainable initiative involving communities and stakeholders to ensure that the project's objectives and all results are accomplished within the prescribed time frame and funding guidelines.
∎ Support the Finance & Admin team of project and Regional Office with fund requirements, financial reporting and compliance.
∎ Guide and support overall program monitoring and management of Land slide Early Warning System establishment at community and stakeholders level and various trainings as well as workshops.
∎ Provide technical support to implement of mitigation works by field team, UDMC, WDMC and project participants. Ensure adherence of all procedures mentioned in SoP on for work of CB/CRS in implementation of for work scheme.
∎ Coordinate with Program Manager; Senior Project Officer (DRR) and Senior Project Officer- GESI and Protection of Bandarban Office for smooth implementation.
∎ Day to day monitoring, coordination and supervision of for work (FW) and
∎ shelter work (specially BOQ, design estimation etc.) as directed by Project Management.
∎ Intensive field visit in FW and rain gauge sites to provide technical support to the community and stakeholders for smooth operation of the activities. Use FW DIP as a tool and support field staffs on the ground to improve monitoring quality.
∎ Maintain close coordination with government at Field level as and when required.
∎ Verification of list of the households as per SoP and CB's common practices.
∎ Coordination among Bureau of Humanitarian Assistance (BHA)/USAID.
∎ Support to RD to develop concrete project closure/Phase out plan and close of the project effectively and in a timely manner.
∎ Support to Regional Office for effective donor visit by BHA/USAID officials.
∎ Participate in different meetings, seminars, workshops, campaigns, training and rallies especially on assigned projects issues in country when assigned by the management.
Additional Requirements:
∎ Age 30 to 45 years
∎ Age: 30 - 45 years (as on 30/09/2023)
∎ Minimum 7 years experiences in coordination, collaboration, implementing and managing development, DRR and humanitarian response programs/projects.
∎ Work experiences in USAID's BHA/OFDA fund will be treated as an advantage.
∎ Candidates having strong linkage and familiar with BHDC, CHTRC, MoCHTA will be prioritized for this position.
∎ Prio and vast work experience with local NGOs, traditional governance structures and leaderships in CHT.
∎ Previous work with global or local Bangladesh Red Cross, Red Crescent Society (BDRCS), Fire Service and Civil Defense (FSDC) and USAID/BHA funded projects will be treated as special competencies for this position.
∎ Having knowledge on hazards and shocks in the contexts on Chittagong Hill Tracts (CHT) and Cox's Bazar of Bangladesh.
∎ Ability to produce high quality outputs under tight work schedule.
∎ Evidence of multi tasks undertaken in similar assignments.
∎ Work with the team as per requirement of management.
∎ Ability to travel extensively to working locations and willing to stay at field
Salary:
∎ Monthly Consolidated Salary: Taka 110,000/- (including bonus and other benefits)
