Educational Requirements:
∎ Masters in any discipline from any recognised university/ institutions with minimum second class/ division or equivalent GPA/ CGPA in all academic examinations

Experience Requirements:
∎ At least 10 year(s)

Job Responsibilities:
∎ Provide technical support and strategic guidance to the programme on urban planning, governance, and tenure security related issues for the people living in urban poverty. Ensure linking city services with informal settlements for slum up-gradation.
∎ Design and implement community led climate resilient low cost housing. Explore and innovate new housing design solutions, innovative construction materials and low cost technology.
∎ Prepare plan and take initiative by engaging local government administrations and city authorities to ensure tenure security of informal settlement dwellers.
∎ Maintain close communication and networking with city corporations and municipalities to sensitize them on national and international instruments such as SDG, New Urban Agenda, Sendai framework, Paris Agreement, government policies and plans. Develop effective working relationships with UDD, NHA, MAB, BIP and different development authorities, universities and academic institutions and other relevant sectoral stakeholders.
∎ Design and coordinate surveys and studies related to urban planning. Play active role in resource mobilization including developing concept notes, writing project proposals, and communications with development partners. Provide technical guidance to the programme development team for designing and implementing interventions on urban governance and land tenure security
∎ Facilitate development of urban database- including initiatives for digitizing city services, GIS based maps and produce comprehensive reports.
∎ Review existing master plans of different cities and advocate for preparing new master plans to ensure pro-poor urban development. Collaboration with city/municipality authorities, UDD and different development authorities (e.g. Rajuk, KDA, CDA, RDA, etc) for citywide development planning and assist them community led development plan on city upgradation /urban regeneration
∎ Strengthening community platform and raising the voice and ensure the participation of community people for citywide development planning. Organise pre and post-budget events in community, ward, city and national level on urban allocation and findings sharing with public authorities
∎ Organise capacity building training workshop, meeting, seminar, conference for elected representatives of city/ municipality authority and officials on urban management and planning. Training module development, conduct training for urban local government officials/ representatives/ CDO members on planning & governance, using social accountability tools (e.g. community score card, Capital Investment Plan, city performance assessment, etc.) related issue
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so

Additional Requirements:
∎ Minimum 10 years experience with NGOs/ UN agency or international development organisation, including 5 years’ experience in the urban povert reduction/ livelihoods/ planning and governance project or programme
∎ Current national and global development trends related to urban poverty and urban development, women empowerment, community organizing and social mobilization, rights based approach, gender, good governance, access to information, SDGs
∎ Excellent relationship building skills/ working cross-functionally to ensure alignment on all activities, ability to effectively influence and partner across many organisational levels
∎ Excellent communication, presentation, organisation and negotiation skills
∎ Strong analytical skills and possess a proven track record of working successfully in a variety of cultural contexts
∎ Skills in documentation, facilitation & reporting
