Job Context:
∎ Purpose

∎ Programme Manager, Partnership & Coordination will be the focal person of all partnership and coordination activities of DFAT Host Community project of HCMP. This position will ensure the quality of DFAT Project activities and coordinate with all sector/unit leads in relation with DFAT project under the supervision of the Head of Host Community, HCMP.

Job Responsibilities:
∎ Lead and ensure development of strategic plans, implementation guidelines/ manuals, log frame, training module, and detailed budget by the local partners.
∎ Ensure high quality and synchronised programme implementation by the local partners.
∎ Facilitate a coordinated and integrated participatory approach in every stage of the project management cycle for cross-learning among the partners and synergistic results.
∎ Ensure that programme partners adhere to agreed programme quality standards, M&E guidelines, frameworks and compliances.
∎ Organise periodic meetings in order to discuss program progress; record and follow up on the execution of action points agreed by the partner NGOs.
∎ Coordinate/ integrate with relevant technical desks at BRAC/ HCMP in developing technical strategies on and/or promotion of social cohesion, localisation, gender mainstreaming and disability inclusion for the DFAT project.
∎ Oversee and ensure that DFAT project activities are done in an effective and efficient manner, in coordination with local authorities as well as other actors.
∎ In conjunction with the grants and the finance, develop and monitor the sub-grant management at PNGO level to ensure that they fully with the requirements of the funding organisations, government and BRAC.
∎ Ensure that the partners have ensured value for money in utilisation of project/ programme resources.
∎ Frequently visit partner's activities at different levels and review implementation progress against plan and budget, programme quality, results and compliances.
∎ Ensure periodical reports to be submitted to BRAC management for review and submission to donor, and other stakeholders as required.
∎ Ensure that partner organisations implement safeguarding policies to protect staff and programme participants from any harm, abuse, neglect, harassment and exploitation.
∎ Practice, promote and endorse the issues of safeguarding policy.

Additional Requirements:
∎ Minimum 10 years of experience in programme management and coordination in NGO/ INGO is required.
∎ Have knowledge of development theories practiced by NGOs and other development agencies and familiarity with the ongoing Rohingya crisis in Bangladesh.
∎ Knowledge of people management.
∎ Knowledge and skills on the participatory program designing, process monitoring, planning, monitoring and evaluation and result based LFA development.
∎ Must have familiarity with various bilateral, multilateral, UN donors in terms of their thematic priorities, proposal, budget format etc.
∎ Demonstrated ability to think strategically, prioritise and meet deadlines in a complex and challenging environment; must be culturally sensitive.
∎ Ability to operate in a complex organisation, across functions and work on own initiative and collaboratively as part of diverse teams.
∎ Have skill in programme coordination and partnership management.
∎ Excellent time management, leadership, analytical ability, multitasking, facilitation, communication, presentation and report writing skills.
∎ Effective communication and presentation skills.
∎ Have computer skills with all Microsoft Office programs (MS Word, PowerPoint, and Excel).
