Job Context:
∎ The purpose of this position is to provide co-leadership and facilitate the processes that will ensure a well-coordinated, strategic, adequate, coherent, and effective WASH response by the WASH actors in Cox’s Bazar, Bangladesh.
∎ WASH Deputy Coordinator will work closely with WASH sector coordinator and Government officials as well as ISCG

Job Responsibilities:
∎ Develop sectoral plans, objectives and indicators directly support realization of the RC/HCT/HoSo/SEG strategic priorities
∎ Lead/facilitate revisions/update of sector strategy and to clarify complex strategies for operational implementation; Represent WASH sector with government officials (RRRC, CiC, DPHE)
∎ Maintain updated contact information of all/most relevant humanitarian WASH partners
∎ Establish and maintain an appropriate humanitarian coordination mechanism.
∎ Strengthen pre-existing sectoral coordination through increased predictability and accountability, and the addition of a new modality in coordination if needed.
∎ Build complementarity of partner actions: avoiding duplication and gaps.
∎ Ensure adequate resources are mobilized and are equitably allocated for the effective functioning of the cluster and its response.
∎ Ensure Core cluster functions in sectoral coordination mechanism system in collaboration with UNICEF and ISCG.
∎ Collaborate with the Focal working partners for synchronization and quality implementation of programme and projects.
∎ Effective and comprehensive integration of relevant cross-cutting issues, including age, gender, and environment.
∎ Establish effective networks with district and Upazila level government departments, NGOs, and other like-minded development organizations, and facilitate/re-activate existing coordination platforms to ensure effective delivery of programme interventions in a coordinated and coherent manner
∎ Interact with other sector/clusters (including through inter-sector/cluster coordination fora), humanitarian actors, government counterparts, donors, and relevant authorities for operational planning, engagement, and active contribution of operational partners.
∎ Be accountable to the affected population through effective and inclusive consultative and feedback mechanisms.
∎ Informing strategic decision-making of the RC/HCT/HoSo/SEG for the humanitarian response
∎ Maintain flexibility within the sector/cluster to respond to changes in the operating environment, evolving requirements, capacities, and participation.
∎ Effectively use and transfer information to, from, and between sector/cluster participants and other stakeholders.
∎ Creation of Communications and impact data and sharing widely to influence
∎ Monitor performance of the core cluster functions within the sectoral coordination system.
∎ Closely monitor the WASH programs from implementations to final qualitative outcomes.
∎ Provide a platform to ensure that service delivery is driven by the agreed strategic priorities
∎ Prioritization, grounded in response analysis
∎ Contributes to monitoring and analyzing context developments in the geographical area, identifies operational risks and opportunities, and proposes actions.
∎ Needs assessment and gap analysis (across other sectors and within the sector)
∎ Analysis to identify and address (emerging) gaps, obstacles, duplication, and cross-cutting issues.
∎ Identify advocacy concerns to contribute to RC/HCT/HoSo/SEG messaging and action
∎ Undertaking advocacy activities on behalf of sector participants and the affected population
∎ Monitoring and reporting the implementation of the cluster strategy and results; recommending corrective action where necessary Accountability to affected populations
∎ Provide ad hoc support to partner projects to ensure they are implemented to the right quality.
∎ Supporting service delivery
∎ Reinforce and support field coordination
∎ Desired Capacity development and facilitation skills, Human resource management skills as well.
∎ Contingency planning/preparedness for recurrent disasters whenever feasible and relevant.
∎ Contributing to developing concepts, proposals, and exploring new programmatic areas and funding opportunities based on learning from the projects.

As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity. Communicates these values to staff and partners and requires them to adhere to these values.
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the program’s goals on safeguarding implementation. Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Additional Requirements:
∎ Be technically competent in the WASH sector and in the cluster approach.
∎ Demonstrate personal and professional integrity in all interactions.
∎ Be able to work with diverse stakeholders to develop consensus;
∎ Know how to present ideas effectively and clearly while listening and acknowledging others’ perspectives and views;
∎ Strong leadership and coordination skills.
∎ Considerable relevant field experience in WASH projects in humanitarian and development programs preferable with non-governmental organizations and in more than one country.
∎ Experience and/or understanding of WASH related issues in humanitarian and development context.
∎ Experience in management and capacity building of teams in complex contexts.
∎ Proven record of training/skills development of individuals and teams, including partner organizations.
∎ Proven ability to analyse complex humanitarian and recovery contexts at local and national level, monitor changes and translate into appropriate strategic planning
∎ Good assessment, analytical, monitoring and evaluating and planning skills and project management skills to enable program delivery.
∎ Ability to consolidate and triangulate information received from various sources
∎ Good communication skills
