Experience:
Qualifications & Experience
Bachelor’s degree in Development Studies, Social Sciences, or related field.
Minimum 5 years’ experience in program coordination and/or security management in humanitarian or development settings.
Strong knowledge of Cox’s Bazar context, including refugee and host community dynamics.
Proven ability to liaise with government, UN agencies, NGOs, and community leaders.
Excellent communication, negotiation, and problem-solving skills.
Fluency in Bangla and English; knowledge of local dialects is an asset.
Skills
Computer efficient with different spreadsheets (Word, XL, PowerPoint, Kobo, etc.)
Must be able to develop PPTs independently,
Efficient in making presentations to different stakeholders (Govt. & Local Admin.), donor agencies (International Donors, different sectors/forums/associations)
Background
Cox’s Bazar hosts one of the world’s largest humanitarian operations, with over 1.4 million Rohingya refugees and significant development challenges for host communities. The Program & Security Local Focal ensures effective program delivery while safeguarding staff, assets, and beneficiaries in a complex operational environment.
Purpose of the Role
The Local Focal acts as the primary liaison for program coordination and security management in Cox’s Bazar. The role balances programmatic oversight with security risk management, ensuring that organizational activities are impactful, compliant, and safe.
Key Responsibilities
A. Program Responsibilities
Coordinate and monitor implementation of development and humanitarian projects in Cox’s Bazar.
Represent the organization in local coordination forums (e.g., ISCG, RRRC, CiC, Different Sectors/forums/associations/stakeholders/donor agencies).
Facilitate community engagement with host and refugee populations to ensure inclusivity.
Collect and analyze local data to inform program design and reporting.
Prepare regular program updates, progress reports, and donor briefings.
Support visiting staff with field missions, logistics, and stakeholder engagement.
B. Security Responsibilities
Conduct ongoing security risk assessments and maintain situational awareness of local threats.
Implement organizational security protocols for staff movement, office operations, and field activities.
Liaise with law enforcement, UN security networks, and local authorities to stay updated on risks.
Provide security briefings and training to staff, including emergency preparedness and evacuation procedures.
Ensure incident reporting and maintain updated contingency plans (e.g., cyclone, flood, medical evacuation).
Support compliance with organizational and donor security requirements.
Deliverables
Monthly program and security reports.
Updated risk assessments and contingency plans.
Documentation of stakeholder engagement and coordination activities.
Reporting & Supervision
Reports directly to the Program Director/Country Director /General Manager - Program.
Works closely with the Security Advisor for technical guidance.
Supervises local support staff as required.
8. Duration & Terms
Contract duration: [1 Year (12 months)].
Duty station: Cox’s Bazar, with regular field visits to project sites.
Incident logs and security briefings for staff and management.
Remuneration: [BDT 80,000/- per month plus mobile & Transportation Allowance as per organizational policy at Grade XI].
