Working Experience

  • 8 – 10 years of working experience at an NGO/INGO in a humanitarian emergency response program.
  • During the above period, worked as PC/PM for 1 – 3 years with the Rohingya community rehabilitation program operation in Ukhiya, Cox’s Bazar. 
  • Priority will be given having working experience in food security sector programs in Cox’s Bazar.

Necessary Skills:

  • Strong understanding of the Rohingya refugee situation, including GFA's interventions in emergency and humanitarian contexts. This includes project management, developing and executing strategic plans, and serving as a local representative and point of contact for various stakeholders and donors.
  • Supervising, mentoring, and providing capacity building support to the project staff, budgetary and internal control, progress tracking, and coping with changing situations, the ability to write reports independently.
  • Confident & good skills in operating computers/laptops with MS Word, Excel, PowerPoint.
  • Sound knowledge of using different software (KOBO, SPSS, toolbox, etc.), related to data entry, analysis, report writing, and preparing presentations etc.
  • Hard working, work under pressure in a humanitarian response context, positive and can-do attitude.
  • Capable & confident to manage & resolve the local-level challenges for the smooth implementation of program activities.
  • Deep knowledge of workforce development for marginalized and vulnerable populations.
  • Organized, detail-oriented, and able to multitask to meet deadlines
  • Flexible, Self-motivated, and able to work confidently & independently 
  • Strong interpersonal & leadership skills and ability to lead the team to work in multi-cultural environments for achieving the target.
  • Fluency in English, Bengali, and Chittagong local languages is preferable.


Responsibilities & Context:

Background:

Resource Integration Centre (RIC), a national NGO established in 1981, is implementing the “General Food Assistance (GFA)” program funded by the World Food Program (WFP) in the Rohingya Camps located in Ukhiya Upazila under Coxʼs Bazar District. The program aims to ensure food security among the displaced Rohingya population through structured and accountable food assistance delivery.

Project Objectives:

  • To ensure effective and timely implementation of food assistance in Rohingya camps through established outlets.
  • To uphold accountability and transparency in delivering food assistance to the beneficiaries.
  • To coordinate with donor agencies, sectoral stakeholders, and internal departments to ensure alignment and effectiveness.
  • To monitor, evaluate, and report program progress to both internal and external stakeholders.

Project Working Area:

The GFA program is being implemented in the established retail outlets within various Rohingya camps under Ukhiya Upazila, Coxʼs Bazar District, with administrative and operational activities based in the Ukhiya Program Office.

Duration:

  • The employee will be hired on a contractual basis until 31st December 2025. 

Duties and Responsibilities:

  • Plan and ensure the timely Implementation of the project activity, producing a structured work plan for each intervention while maintaining close collaboration with the Project Focal and other relevant donor representatives.
  • Collaborate with the project team to define the scope and objectives of the GFA response for each intervention.
  • Supervise, mentor, and provide capacity-building training to the project team.
  • Provide strategic and operational guidance to the field team, ensuring the timely delivery of food assistance.
  • Conduct field visits and ensure work progress aligns with set targets and donor expectations.
  • Ensure compliance with the implementing organization and donor policy, procedures, and practices.
  • Ensure organizational representation in cluster, sectoral bodies, regulatory authorities (CiC, RRRC & Others), and donor meetings relevant to the GFA project’s requirements.
  • Monitor and provide objective feedback related to staff performance, including completing staff performance evaluations to promote growth and professional development.
  • Maintain and monitor compliance with the donor's and organization's safeguard policies throughout every stage of program implementation.
  • Review of regular financial and narrative reports from the project team, ensuring financial compliance, including budget management and correct accountability documentation.
  • Conduct analyses and evaluations of humanitarian needs in the project area, risk analyses, and elaboration of contingency plans together.
  • Ensure linkages with the GFA and other components of the project internally.
  • Ensure all internal and external narrative reports are of good quality and completed on time, promoting good understanding about projects with donors, other sectors, partners, and communities.
  • Manage project budget to ensure adherence to the organization and donor financial procedures and requirements.
  • Support project teams in utilizing financial planning tools, such as spending plans, procurement plans, and work plans based on project proposals.
  • Develop community engagement methodologies and tools, and participatory design of relevant IEC/BCC materials.
  • Review weekly activity reports, quarterly, monthly, and final reports.
  • Uphold the humanitarian code of conduct and adhere to and promote the humanitarian guiding principles.
  • Perform any other duties assigned by senior management of RIC and donor agency representatives from time to time.

  • T/A,Mobile bill
  • Salary: Taka 160,000 per month, plus other admissible benefits according to the program budget & guidelines. Salary and other admissible benefits (if any) are inclusive of all taxes as imposed by the government of Bangladesh. Taxes will be deducted at source as per government rules.
