∎ Project Overview:
∎ ActionAid is implementing Community Based Protection (CBP) project with UNHCR targeting 88,185 refugees of camp 10, 11 & 12, situated in Balukhali of Kutupalong expansion site in Ukhia, Cox`s Bazaar. The targeted camps have been identified as areas with heightened protection risks. The project includes Women`s Leadership, Accountability and Shifting the Power to communities for transformative change.
∎ AAB CBP aims to strengthen and expand the mobilisation of the Rohingya communities through their capacity development also through building their agencies.
∎ Relationships:
∎ The person holds this position will be directly reportable to Coordinator - COMS (Community Outreach Members) of this Project.
Job Responsibilities:
∎ Circulate, recruit as per instruction of management and provide training and orientation to COMs in accordance with the standards (see Admin Rules and Regulations)
∎ Establish/maintain/update database of COMs (date of recruitment, profiles, training attendance) in the respective location of responsibility
∎ Provide regular feedback to AAB on the status of the COMs and relevant changes in the COMs composition in the camp
∎ Create and maintain a roster of interested and qualified candidates and ensure prompt and continued recruitment to keep the number stable
∎ Ensure target for age and gender representation in COMs is reached (50 percent women)
∎ Work with the COM manager/coordinator to make plan for material and logistical needs of the programme
∎ Provide frontline support to COMs in relation to distribution of material (for instance, forms, vests, stationery), administrative (i.e. issuance of ID card, attendance record keep and filing, payment of support cost, approval of sick/business leave) and logistical needs (arrange training venue, lunches, breaks and other amenities) to enable COMs to perform their work efficiently.
∎ Supervise and guide the COMs in their duties and activities, monitor and evaluate the COMs' individual performance
∎ Participate regularly in the COM activities (such as home visits, case referrals and awareness raising) to deepen his/her understanding on the work of volunteers, impacts, challenges, areas for improvement
∎ Organize and/or participate in focus group discussions to collect baseline data, build rapport with the community and obtain information to implement/improve the COM activities
∎ Support COMs Associate Officer activities for Saturday Solidarity Project, COMs facilitated training and community level different projects.
∎ Ensure the COMs are aware of the COM Rules and Regulations and promote their compliance
∎ Together with the Team Leader, design, coordinate, organize daily and weekly schedules of the COMs based on the context of the camp and mobilize the COM team for community engagement and related activities
∎ Mobilize COMs to attend meetings with visitors, representatives from government, local and international organizations
∎ Address complaints, conflict in the workplace, misconducts and violations of the rules and regulations or code of conduct by the COMs in a timely, responsible and professional manner and in accordance to the operational standards.
∎ Review the intake and referral forms and discuss with the COMs on actions/responses
∎ Make referrals to service agencies and follow up on urgent cases of individuals with specific needs referred by COMs to partners, UNHCR and other service providers with an aim to find the best possible solutions for the individual cases
∎ Document and keep accurate and timely record of cases, actions taken, outcome and case status according to the agreed format and presentation style
∎ Where relevant, promote and do what is necessary to support the COMs in finding community-based solutions to protection problems identified in the community.
∎ Monitor and keep AAB updated on the protection incidents, and/or any instances or situations that may impact on the rights of refugees, safety and security of the COMs, staff, and objectives of the programme.
∎ Prepare and submit the following reports to the COM Manager / Coordinator:
∎ Weekly statistical report on the COM's activities
∎ Weekly narrative report on the supervisor's activities
∎ Bi-weekly narrative report on protection problems and trends
∎ COM profile and database (personal information / training record)
∎ COM's attendance
∎ Referral tracking sheet (individual cases)
∎ Keep the COMs motivated and interested in their work
∎ Participate in building the COM's knowledge, expertise and experience in core and cross functional skills
∎ Identify and assess the COMs and team leader' learning needs and support his/her learning and self-development.
∎ Lead initiative to improve on knowledge/skill/attitude gaps of the volunteers i.e. literacy, English, reasoning, leadership skills.
Additional Requirements:
∎ At least 2 years of experience in humanitarian and/or development organizations with significant experience in camp management and/or delivering emergency programs in camp setting;
∎ A proven record of effective project management in emergencies, including project planning and implementation and supervision;
∎ Sound understanding of the concepts behind and practical application of humanitarian codes and standards such as SPHERE, IASC Gender Guidelines, HAP etc.
∎ Required Competencies:
∎ In depth knowledge of HRBA and gender-based programming, Rohingya language and culture;
∎ Good interpersonal skills including ability to gain trust and build relationships and experience in working with community people;
∎ Proven skills in managing community centre & information Hub Management
∎ Strong skills in inter-personal communications, able to work effectively with multiple stakeholders in a complex, multi-actor environment.
∎ Sensitivity to cultural differences and the ability to work effectively across a wide variety of cultural contexts.
∎ Ability to work in a difficult and stressful environment, and to manage/deal with rapid changes to the operating environment;
∎ Competence with MS Office applications, including Word, Excel and Outlook;
∎ Fluency in English is required. Proficiency on local language can be an added value.
∎ Ability to develop analysis in comprehensive reports;
∎ Strong organizational, interpersonal and communication skills;
∎ Good Computer literacy;
∎ Good knowledge in Arabic, and English are mandatory;
∎ A high respect to client/organization confidentiality;
∎ Ability to work in a multicultural context as a flexible and respectful team;
∎ Flexibility and ability to cope with stressful situations.
Salary:
∎ Monthly Gross Salary will be 52,300/-
