Job Context:
∎ JOB PURPOSE: MEAL Coordinator has the overall responsibility to produce high quality, reliable, and verifiable M&E information for the ISEC project. He/she is responsible for tailoring M&E information to the needs of different levels of management and operational staff of the project, as well as to the donor. In addition, the MEAL Coordinator will work across all programmes (SDP, HCMP, UPGP, and GJD]) to coordinate and ensure that data are being utilised for program improvement, and that learning and reflection are being documented and described through required reporting formats. He/she will manage all numeric and quantitative reporting with sufficient data collection and analysis. He/she will feed back the same information to the project team for decision making and program adaptation.
∎ SAFEGUARDING RESPONSIBILITIES
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the programme`s goals on safeguarding implementation. Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so
Job Responsibilities:
∎ Establishing and maintaining a system that tracks performance metrics of ISEC project:
∎ Lead - under the close guidance of Head of MEAL and coordination with Project Lead - the design of the project MEAL system to address reporting and contractual needs.
∎ Ensure quality and timely reporting for internal and external consumption.
∎ Ensure the MIS and M&E systems of the project produce information catering to the needs of project staff, as well as other important stakeholders in the organisation, especially SDP.
∎ Ensure that appropriate tools are in place for routine, process and outcome monitoring system applying quantitative, and qualitative approaches.
∎ Facilitate the process of Baseline survey (BL) and Final Evaluation (FE), and other thematic studies.
∎ Planning and Reporting:
∎ Facilitate project planning by providing necessary data and insights from M&E system. Collaborate with programme focal to develop and implement a comprehensive MEL framework that aligns with the project's goals and objectives
∎ Ensure that a strong coordination channel is established with the M&E focal people of the programmes relevant, especially SDP, for better planning and reporting.
∎ Ensure quality and timely reporting for internal and external consumption - supported by high quality data and actionable information from multiple sources.
∎ Support learning of the project by ensuring data collection, analysis and reporting is useful in providing the evidence needed to reflect lessons the project lays claim to.
∎ Coordinate with external evaluators and researchers to conduct evaluations and studies that provide insights into programme impact and effectiveness.
∎ Enhancing MEAL data utilisation:
∎ Provide simplified and timely analysis and implication reports on data collected to the Project Management Team.
∎ Initiate a concise feedback loop and mechanism to ensure timely upward and downward data flows and decision processes.
∎ Support the process of decision making by ensuring that data and analysis is sufficiently rigorous and decisions taken are in line with analysis provided.
∎ Developing the capacities of the project staff in the area of MEAL:
∎ Initiate actions and apply multiple approaches and modalities for developing staff capacity like on-the-job training, mentoring, distance learning, and rotations.
∎ Organise workshop and refresher sessions of capacity-building for existing and new staff members based on the resource availability.
∎ Ensure that M&E staff have sufficient knowledge and skills on all tools, equipment and procedures to effectively implement their work.
Additional Requirements:
∎ Analyzing data and problems: Understand the output and uses the results to make clear and/or solve complex problems.
∎ Experience in the development of strategic approaches to the use of monitoring, likely to include both outcome and output.
∎ Experience with the design, use and purpose of a wide range of monitoring methods.
∎ Experience of aggregation of findings and analysis of the strategic use of evidence
∎ Strong understanding and application of a range of data collection methods, including qualitative and quantitative methods.
∎ Monitoring experience in a range of national and international projects
∎ In-depth knowledge on different development programmes such as: education, skills development, health, humanitarian program
∎ Experience in strategic and operational planning
∎ Building trust and understanding with people who have very different views
∎ Higher level of moral ethics and organizational values and culture
