Educational Requirements:
∎ Masters in Social Science/ Development Studies or any other relevant discipline from any recognized university/ institutions.

Experience Requirements:
∎ At least 5 year(s)

Job Responsibilities:
∎ Establish and revise, as and when applicable, the project logframe matrix, results change framework and monitoring mechanisms
∎ Develop the overall framework, design, tools and processes for project M&E, for example, for annual and other periodic project reviews, process monitoring, operations monitoring and lessons-learned workshops;
∎ Guide the process for identifying the key performance and results questions and parameters for monitoring project performance and results compared to targets;
∎ Steer the process for designing the format of such progress reports;
∎ In consultation with project staff and stakeholders, design the framework and procedures for physical and process monitoring of project activities and evaluation of the same;
∎ In consultation with project staff and stakeholders review and manage existing management information systems and recommend any required changes, support and resources;
∎ Identify with inputs and assistance from programme staff key issues, lessons learned and best practices in the project;
∎ Develop a plan for project-related capacity-building on M&E and organise and undertake training with staff and stakeholders in M&E skills, including participatory aspects;
∎ Guide programme staff in preparing their progress reports. Together, analyze these reports in terms of problems and actions needed. Prepare consolidated progress reports for project management to submit to donors,
∎ Adopt a result-based approach for M&E and ensure strict follow up of evaluation observations and/or recommendations;
∎ Undertake regular visits to the field to support implementation of M&E and identify where adaptations might be needed;
∎ Contribute to the preparation of Annual Operational Plan (AOP) based on the quarterly and annual work plans of all divisions/units;
∎ Ensure gender perspectives in design and implementation of M&E and reporting;
∎ Participate in-house meetings, donor meetings, external seminars, conventions and other related events
∎ Manage relation with internal and external audit team, coordinate all audit visits and prepare all audit findings reply
∎ Perform any other relevant tasks assigned by the management.
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme's goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so

Additional Requirements:
∎ Minimum 5 years of working experience in M & E in any International/ National Development Organisation.
∎ Experiences in designing M&E framework, tools and techniques
∎ Knowledge and skills on project designing, report writing and documentation
∎ Good understanding of Logical Framework, Monitoring and evaluation
∎ Skilled in computer software application in MS Word, Excel, PowerPoint, SPSS
