Job Responsibilities:
∎ Ensure grants or contracts are well administered and that program and support teams are fully informed of relevant donor compliance regulations and Bandhu procedures to support on-track, on-time, and on-budget implementation.
∎ Coordinate regular grant monitoring, using appropriate grant management tools and through facilitation and support of regular and timely Grant Review, Opening, and Closing Meeting.
∎ Oversee a comprehensive information management and filing system, ensuring donor contractual documents, reports, and key correspondences are consistently and frequently filed
∎ Maintain a broad and deep understanding of relevant donor policies, regulations and procedures
∎ Support program staff in grant revisions, modifications, no-cost extensions, or budget realignments
∎ Ensure effective channels of internal and external communications relating to grants are established and respected, confirming senior management and technical leads understand donor communication protocols and provide copies of correspondence for files
∎ Proactively identify compliance risks throughout the portfolio and advise programs, support teams and senior management on necessary actions
∎ Manage all external reporting to ensure timely delivery of high-quality reports which meet donor and Bandhu requirements, coordinating closely with program managers and coordinators
∎ Ensure quality information management related to reporting by overseeing the regular maintenance of grant files, reporting calendars, and updating of internal Bandhu documentation and Grant Unit tools
∎ In concert with the finance team, assist program technical leads and operations staff with understanding the reporting and other compliance requirements on their grants
∎ Recommend, guide, assist line manager in formatting and implementing organizational decisions regarding financial and administrative matters.
∎ Work closely with different project's finance in managing and coordinating organizational requirement in concern project budget.
∎ Coordinate among NBR, Bangladesh Bank and other governmental institution along with effective liaising with NGO affairs bureau on any financial matters and different project approval.
∎ Manage organizational own fund or different project/activities, core accounts, staff provident fund, gratuity fund, staff welfare fund, staff insurance.
∎ Assist line management in developing budget, expenditure as per work plan for new project proposal.
∎ Coordinate with external audit team to conduct project & organizational audit on time.
∎ Evaluate and monitor internal financial control process, application of grant and accrual accounting principles.
∎ Develop Analyze, Manage and Appraise the investment and fixed asset of the organization.
∎ Compute taxes for the organization and advise management on tax, VAT, government compliance.
∎ Ensure Bandhu Staff Income Tax are deducted according to GOB policy in coordination with project finance staff.
∎ Ensure supervision and performance review of line supervisees timely and appropriately.
∎ Identify and organize regular financial management training for finance staff in order to improve on financial management.
∎ Develop and modify policies/procedures/systems in accordance with government regulations and organizational needs and objectives.
∎ Assist in preparations for external monitoring visits, reviews, and audits, and cross-site evaluations and participate as appropriate.
∎ Prepare Cashflow statement and variance analysis.
∎ Prepare cost sharing sheet as per project budget.
∎ Prepare monthly consolidated financial report and submit to the management for their review and approval.
∎ Assist to procurement department to disposal of fixed assets as per guideline.
∎ Any other duties that may be assigned by the Management
Additional Requirements:
∎ Age 40 to 50 years
∎ Strong written and verbal communication in English and Bangla is required.
∎ Demonstrated understanding of grants management, with proven experience in managing large multi-donors with the proficiency in donor reporting, strong writing, editing, and critical analysis skills.
∎ Age limit 40 to 50 years.
∎ Familiarity in capacity building of staff, especially with regards to program oversight and reporting.
∎ Working knowledge of nonprofit business operations and federal/state grant and contract funding mechanisms.
∎ Broad base of relevant technical knowledge and skills related to accounting and financial management and procurement systems, fund accounting experience desirable.
∎ Good research, data management, and statistical analysis skills.
∎ Experience with grant and financial data reconciliation and preparation for annual project and consolidated audit.
∎ Experience working with USAID supported program will get preference.
Salary: Tk. 145218 (Monthly)
