Experience:

Ensure the timely identification of operational support needs across all programmes in the field and provide the necessary assistance to facilitate smooth implementation, contributing to the effective and efficient achievement of programme objectives. Foster a disciplined and supportive working environment for field staff through comprehensive operational and administrative guidance. Represent HCMP Management at the field level to uphold and promote BRAC’s values among HCMP staff, thereby strengthening the overall execution of the BRAC Humanitarian Crisis Management Programme.
Operational Planning and Implementation for the Effective Branch Operations:
Provide necessary guidance to Senior Branch Managers, in coordination with relevant stakeholders (e.g., CiCs, UNO, UP Chairman), for obtaining and disseminating required approvals such as FD6/7, NOC certifications, and donor approvals. Ensure all government approvals are secured before implementation and facilitate smooth project execution at the camp level for HCMP.
Support, guide, supervise, and communicate essential instructions, general circulations, and messages from senior management to Senior Branch Managers to ensure the achievement of operational goals at both field and branch levels.
Plan monthly, quarterly, and annual operational activities to effectively support the execution of project initiatives at the area level.
Develop and adopt strategic approaches to ensure comprehensive administrative and logistical support for all projects within the area.
Assist the Head of Operations in formulating operational policies and strategies.
Participate in the development or revision of HCMP-wide strategies, policies, and SOPs as requested or instructed by HCMP Management.
Manage the Area office operation:
Oversee all administrative activities of the area offices and branch offices.
Guide and supervise the Branch Managers to accomplish the goals and objectives of operations at Cox's Bazar HCMP.
Approve Branch Managers leave, bill vouchers of procurement, if and when necessary.
Ensure justification of reports of Audit and Monitoring Team in relation with Branch Operation and confirm reply if and when necessary.
Ensure approval of residence/ office/ warehouse contract at branch level from Head of Operations.
Ensure effective maintenance of compliance issues at area offices, branch offices and BRAC residences.
Visit branch offices on a regular basis to ensure smooth branch operation in the field.
Monitoring Branch operation and guide the branch managers if and when corrective actions need to be taken.
Branch Office Management and Reporting:
Tasks on HR issues:
Guide Senior Branch Managers in effective disbursement of HR related papers if and when necessary.
Guide operation team in the field on policy and procedures of BRAC with assistance from HRD.
Guide Senior Branch Managers to complete and providence of any reports requested & asked by HRD.
Finance & Accounts:
Check and authorize/ approve bill vouchers as per Table of Authority.
Monitor, guide, and support Branch Accounts Operation and also provide necessary guidelines to Senior Branch Managers in this regard.
Procurement:
Ensure adequate support to the Programme and Procurement team for faster procurement, quality assurance of product and services.
Monitor and ensure effective procurement operation at branch level.
Coordination with HCMP Programmes, GO, NGO and stakeholders:
Ensure proper coordination of field activities during different visitors by guiding and delegating Senior Branch Managers.
Attend important meetings in the HCMP Regional Office, RRRC Office if and when necessary.
Coordinate and ensure camp-level projects and structural approvals from CiC and Site Management, and guide Branch Managers accordingly.
Ensure managing accommodation and renting field offices as per necessity.
Coordinate with different organisations, law enforcement agencies, Local Government, Forest department and other NGOs if and when necessary.
Safeguarding:
Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
