Responsibilities & Context:
∎ Coordinate the activities of overall management of the bi-lateral donors/ partners in collaboration with the respective programme heads, sector leads/ unit heads and ensure compliance as per the requirement, coordinating the formal review and sign-off process before submission to the donor.
∎ Be responsible for overall partnership management by providing technical guidance in effective use of resources, proper implementation of activities and so on.
∎ Contribute to the development of HCMP strategic plans, annual operating plan (AOP), log frame and budget preparation & revision for the programme.
∎ Work closely with the senior management of BRAC Head Office and HCMP management to develop strategic and operational guidelines for HCMP.
∎ Coordinate programme development and MEAL activities of the assigned projects of HCMP and maintain cordial relationship with the respective team of the donor agencies, HCMP senior management team, sector leads with effectiveness and efficiency.
∎ Coordinate with the programme development and donor reporting (PDDR) team for tracking new and pipeline proposals, completed projects and reporting, and provide timely updates to senior management of HCMP.
∎ Ensure all the incident report are prepared and sent on time, coordinate fraud and grievance related issues as focal point.
∎ Represent BRAC HCMP in different platform of sectoral level at Cox’s Bazar and contribute to formulate strategy and guideline in alignment with humanitarian principles and standards.
∎ Ensure effective coordination and liaison with UN agencies and strategic partners and CSOs.
∎ Facilitate compliance-related issues of HCMP and work closely with programme management and  support functions e.g. F&A, Human Resources, Internal Audit, Administration, Procurement, M&E, Government Liaison and Communications team to ensure effective preparation to address any types of organisational and donor compliance.
∎ Track activity line and budget to minimize gaps and overlaps, ensure consistency, and provide feedback to the concerned project management for timely action and follow-up.
∎ Ensure the effective use of grants, monitor and oversee programme activities and provide necessary guidance as required.
∎ Facilitate reflection and learning among project teams to build knowledge and understanding.
∎ Prepare technical specifications, SOP/guidelines and QA guidelines.
∎ Ensure all kinds of module are prepared as per project need.
∎ Assist to programme development and donor reporting team in developing proposal and review before submitting.
∎ Review progress reports of components of programme as per the reporting schedules and templates.
∎ Ensure periodical reports to be submitted to management, donor, and other stakeholders as  required.
∎ Contribute to budget proposals, budget amendment concept note preparation etc.
∎ Ensure the safety of programme participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do
∎ Purpose:
∎ This position is responsible for developing strategy, strengthening the partnership, coordination and organisational compliance among the sectors/units. S/he will be solely responsible for all internal and external affairs of WFP and DFAT funded projects, BPRM and UNHCR funded FSSL project. This position will ensure the programme performance, quality, donor compliance, organisational compliance and on time reporting of the assigned project by coordinating with all stakeholders under the supervision of the Director, HCMP.
