Educational Requirements:
∎ Essential: Nurse or midwife (or equivalent) diploma / EPI / pharmacist diplomas
∎ Preferable with IPC background experience or diploma

Job Responsibilities:
∎ In collaboration with each service activity manager, maintaining and supporting the day to day implementation by the ward supervisor of the standard precautions in health structures in all departments including sterilization, laundry and kitchen, and providing technical supervision, training and support to the staff on IPC related issues using existing tools such as audits, checklist, surveillance.
∎ Implementing and monitoring adherence to additional precautions for air, droplet and contact transmissible diseases when indicated. Based on a given patient-diagnosis, evaluating the need and supporting the implementation, if needed, for additional precautions in collaboration with the medical team and act accordingly
∎ Supporting in the implementations planned, the correct 'clean and dirty flows' inside the health facility. Ensuring that environmental standards and administrative measures in the facility are respected (bed spacing, number of handwashing stations etc.) and together with the Hospital Facilities Manager and WHS Supervisor, that the essential requirements are available in the health structures
∎ Guaranteeing compliance to aseptic care techniques and to the correct use of antiseptics, disinfectants and detergents, through trainings and audits.
∎ Checking the consumption and the quality of IPC materials and equipment, including cleaning materials and equipment, PPE, etc.
∎ As member of the Infection Control Committee, participating actively in the lively and pro-active tenue of the meeting, supporting the development and following up the Infection Control Action Plan.
∎ Supervising the team under his/her responsibility and participating in the associated HR processes (e.g. recruitment, training/induction, evaluation, potential detection, coaching, development and communication) in order to ensure both the sizing and the amount of knowledge required.
∎ Reporting any irregularities to NAM or IPC managers or PMR and producing reports with information recommendations for the monthly medical reporting
∎ Note :
∎ IPC standard precautions include Personal Protective Equipment (PPE), hand hygiene, prevention of accidental exposure to body fluids, safe and appropriate treatment of re-usable medical devices, waste management, cleaning and disinfection of surface and environment, respiratory hygiene and individual hygiene for staff, caretakers and patients. IPC essential requirements include water supply, solid waste and waste water treatment/disposal, latrines and shower facilities, dead bodies management, vector control and medical waste management.
∎ • Transmission-based Precautions (TBP): are the second level of basic infection control and are to be used in addition to standard precautions for patients who may be infected or colonized with certain infectious agents for which additional precautions are needed to prevent infection transmission (contact, droplet, airborne).
∎ MSF Section/Context Specific Accountabilities-
∎ SUPERVISES CLEANING AND DISINFECTION
∎ Conducts regular (daily) hygiene inspections of IPDs, Maternity/SRH and Laundry Departments.
∎ Trains the team on all processes and procedures for cleaning.
∎ Ensures that proper dilutions are made, and laundry circuits followed in each department.
∎ Ensures appropriate use of disinfectants, antiseptics, and detergents (dilutions, conservation, changing of fluids, etc.).
∎ Makes sure that the cleaning is in all hospital areas, according to the MSF protocols (hygiene and safety, type of products).
∎ Instructs and ensures proper disinfection of all the work surfaces (walls, floor, tables) on a daily basis and each time they are contaminated.
∎ Helps develop the monthly master cleaning schedule and ensures its execution.
∎ Ensures proper sorting and disposition of waste following the infection control protocols.
∎ Knows and ensures the following of procedures for collecting used materials and decontamination.
∎ Ensures proper sorting of linen in the laundry.
∎ MATERIAL/EQUIPMENT MANAGEMENT
∎ Ensure the supply of all the necessary material for the cleaning to the different units
∎ Ensures cleaning material/equipment is working properly and reports breakdowns, dysfunctions or maintenance problems to the hospital log.
∎ Prepares the monthly consumption and supply order and submits to the respective departments.
∎ SUPERVISION/HUMAN RELATIONS
∎ Prepares the monthly roster and submits for approval by 25th of each month.
∎ Organizes and properly submits annual leaves for the team
∎ Is a focal person for hospital hygiene Committee and representative.
∎ Submits to the direct line manager any requests for staff replacements (final approval by the Hierarchical line manager.
∎ Allocates the Hygiene Agents per unit, according to the workload needs.
∎ Daily accounts for staff attendance and reports any problems to the direct line manager.
∎ Reports any breaches of conduct or of MSF internal regulations to direct-line manager.
∎ Conducts staff evaluations at least once per year and evaluates continuously the quality of daily hygiene/laundry workers.
∎ SAFETY AND INFECTION CONTROL
∎ Ensures staff follows Standard Infection control precautions.
∎ Ensures that the staff uses required protective equipment.
∎ Ensures proper hand hygiene practices (soap and water technique, frequency, materials, and appropriate use of Sterilium).
∎ Enforces proper respect for isolation areas (including cholera room) in the hospital.
∎ Ensures that staff knows and follows the procedures in case of accidental blood exposure.
∎ MEETINGS-
∎ Participates in the supervisors' meeting and all other meeting related to hygiene and vector control
∎ Leads the Hygiene Committee Meeting and does minutes and ensures follow up of action plans.
∎ Monthly medical/logistic tour of hospital and including waste area, kitchen and Food Store, and Latrines/Grounds), and provides feedback to the appropriate manager about needs.
∎ Assists NAM to evaluate (at least yearly) hygiene/infection control policies, procedures, and protocols.
∎ Assesses and helps orient new staff on waste management:
∎ Educates and arranges for hygiene education of patients, caretakers, and visitors in collaboration with the health educator.

∎ He/She attends the staff meetings and teaching sessions.

Additional Requirements:
∎ Age at least 18 years
∎ Both males and females are allowed to apply
∎ Preferable: Previous working experience working with MSF or other NGOs
∎ Experience in OT, Intensive Care Unit is an asset
∎ Mission language essential. local language desirable (Rohingya language)
∎ Essential computer literacy (word, excel and internet)

Salary:
