Experience:
Bachelor’s degree in a relevant field — such as, Information Technology, Statistics, applied statistics Mathematics, Data Management, computer science or another quantitative/technical subject.
A masters in Epidemiology / an MPH with extensive epidemiological training or Master is health information system will be an asset
Experience:
At least 2 years’ experience in medical data management
Desirable working experience with NGOs or developmental sector
Experience in Medical research is an added advantage
Knowledge:
Essential advance level computer literacy (word, excel, PowerPoint, power BI, Kobo tool kit)
Essential Knowledge of statistical packages-at least one (STATA/SPSS/SAS/R)
Language:
Essential: Fluent in English (spoken and written)

Accountabilities:
With the support of the E-health Unit, creating, reviewing and adapting data collection tools according to the projects indicators, and coordinating the development, implementation and follow up of Standard Operating Procedures (SOPs) for documentation. Developing and implementing data quality assurance methods to ensure good performance of the activities and reliability of the information, treating with respect and confidentiality all patient information
Providing technical support to the medical team and data entry staff in the implementation of routine data recording, collection and entry for the selected project indicators in clinics and/or hospitals and/or health centers. Organizing and implementing or providing technical support in the establishment of monitoring tools for new activities as initiated in the project.
On a monthly, quarterly, or basis of request, implementing detailed analysis of recorder data for key indicators for the project in order to facilitate the definition, redefinition, or reorientation of project activity. This will also include analysis of the district’s (MoH) cohort data, whenever available. Following the analysis, identifying and reporting any new and interesting indicators for review with the medical team for potential follow-up where relevant.
Managing and supervising the work of the data team personnel for quality assurance including identification of training needs and providing coaching for the staff on issues related to data.
Planning and supervising, with support of the HR department, the associated HR processes (recruitment, training/induction, evaluation, potential detection, motivation, development and internal communication) the data team to ensure having the appropriate team in terms of size, capabilities and skills.
Participating in meetings and/or trainings as requested scheduled by manager or MSF. This includes but is not limited to MSF internal meetings and/or trainings, and local, regional, or international meetings and/or trainings.
On a monthly basis and in collaboration with the medical team, preparing and submitting summary reports on analyzed data for both MoH and MSF and preparing and implementing MSF internal monthly or quarterly medical data presentation, including facilitation of team reflection and sharing of updates to promote team dynamism and reactivity.
Performing additional activities whenever needed and as requested by the supervisor.
MSF Section/Context Specific Accountabilities:
1. Medical Data Management & Reporting
Map and regularly update patient-flow, dataflow, and information-flow processes; identify gaps and propose improvements.
Ensure proper use of medical data tools (Praxis, Bahmni, Metabase, HIS) and coordinate with the eHealth Unit for updates and troubleshooting.
Implement data quality assurance mechanisms, including routine checks for completeness, accuracy, and consistency; provide feedback to data teams and users.
Produce and validate weekly, monthly, quarterly, and annual medical activity reports for internal and external use.
Alert the project and coordination teams when unusual patterns or data deviations are detected & provide routine feedback to Activity Managers on significant trend changes.
Share aggregated data for external reporting (IST, EWARS, 4W, Nutrition sector, WASH, cluster reporting) in coordination with the medical coordination Team.
Act as Mission Data focal.
2. HR Management & Capacity Building
Functionally supervise data entry operators and Medical Data Processing Officers (MDPOS), ensuring quality and timely work.
Provide induction/briefing for new medical staff on data systems and reporting requirements.
Deliver training and refresher sessions on data tools, HIS, EWARS case definitions, and reporting procedures.
Ensure all user support requests are properly documented and escalated to the HIS Support Team through the Elixir platform
3. Epidemiological Surveillance
Monitor epidemiological trends in coordination & support with Medco-support, intersectional Epi teams, and WHO.
Follow event-based reporting from facilities (epidemic alerts, deaths) and support response activities.
Monitor EWARS submissions, ensure timely reporting, and provide case-definition refreshers.
4. Research & Analysis
Support operational research activities, follow up of ERB application process/submission as needed
5. Networking & Representation
Attend IST data management meetings, groups and other relevant coordination forums(internal/external)
Maintain networks with other data managers and (+/-) epidemiologists (internal and external) to stay updated on epidemiological context and best practices.
Contract duration : 1 Year.
Salary according to MSF salary grid (Level 9) BDT 133,500. Salary is not negotiable. Income tax deduction from salary based on current income tax compliances.
