Responsibilities & Context:

Main Purpose:

Define and oversee the health and well-being of staff across the country program. Ensures the implementation of MSF`s staff health policies, promotes a healthy working environment, and provides expert guidance on general health, occupational health, mental health, and emergency medical support for both International Mobile Staff (IMS) and Locally Recruited Staff (LRS) and their dependents. The Staff Health Lead will work closely with the country program teams to design and implement strategies that prioritize staff safety, well-being, and resilience.

Accountabilities:

Staff Health Policy Implementation

  • Lead the implementation and adaptation of MSF’s staff health policies at the country level, ensuring alignment with country program guidelines and local regulations.

  • Develop and update country-specific staff health protocols in collaboration with the Country Medical Coordinator and HR teams.

Preventive Health and Well-being

  • Monitor and assess the health risks and hazards in the workplace, including physical, mental, and environmental factors.

  • Design and implement preventive health programs, including vaccination campaigns for staff, health education, and awareness-raising activities.

  • Promote mental health and psychosocial support initiatives.

  • Staff health briefings and debriefings

Medical Screening and Monitoring

  • Coordinate pre-departure, periodic, and return medical check-ups for IMS and LRS on detachments in collaboration with MSF SHU.

  • Monitor and ensure the health screening of staff as per MSF guidelines and local regulations.

  • Maintain confidential medical records and ensure compliance with data protection policies.

Emergency Medical Support

  • Act as the focal point for staff medical emergencies, providing immediate guidance and coordinating referrals to appropriate medical facilities.

  • Provide support during outbreaks or health crises affecting staff.

 Mental Health and Psychosocial Support (MHPSS)

  • Develop and implement a mental health framework for staff in collaboration with MHPSS specialists.

  • Provide or facilitate access to counselling services, stress management workshops, and peer support networks.

  • Train managers and supervisors on recognizing and addressing staff mental health concerns.

Capacity Building and Training

  • Conduct training sessions for staff on occupational health, first aid, stress management, and other relevant topics.

  • Build the capacity of local HR and medical teams to support staff health initiatives.

 Coordination and Reporting

  • Collaborate with country program HR and medical teams to ensure a harmonized approach to staff health.

  • Participate in country-level and intersectional meetings to share updates, challenges, and best practices.

  • Prepare and submit regular reports on staff health activities, challenges, and recommendations to the Country Management Team.

MSF Section/Context Specific Accountabilities

MSF OC’s (OCA, OCP, OCB) are operating in Bangladesh partly or wholly under the registration of MSF-Holland.

In the spirit of synergism and mutualisation, and to optimize the resources and efficiency of MSF’s operations in Bangladesh, MSF has established an Intersectional Team (IST) with the objective of facilitating and supporting the MSF operational activities in Bangladesh by ensuring a consistent and coherent legal and administrative approach for all OCs present in the country.

The IST structure is divided between Dhaka, Cox’s Bazar and Ukhiya Logistics workshop with staff base of 50% each between the two locations; in order to provide the needed health support to the IST staff team spread between Dhaka and CXB, the Staff Health Lead role requires significant amount (30-40%) of visit and travel to these locations.

  • Lead Comprehensive Staff Healthcare: Oversee health services for IST-based local and international staffs, ensuring proactive care and support across all locations (Dhaka and Cox’s Bazar).

  • Facilitate Medical Evacuations: Lead IST medical evacuations (Cox to Dhaka and international), with support from the Deputy CR Medical as needed, including securing appointments, hospital accompaniment, and tailored health support. Provide simillar support to OCs upon request.

  • Conduct Onboarding Health Briefings: Deliver thorough health orientations for new IST staffs. For IMS verify vaccinations, and securely manage health declarations to promote mission readiness.

  • Drive Uniform Health Policy Implementation: Promote and ensure awareness on health policies at IST offices. This may include joining/coordinating bi-weekly OC staff health focal meetings. Act as the IST focal for the review and updating of health policies.

  • Hospital Assessments: Lead assessment of healthcare facilities with active  support from the other staff health focals in order to keep the approved list of hospitals for MSF staffs  updated.

  • Manage Health Data and Finances: Maintain a robust staff health database, review and approve medical bills, track expenditures, and monitor sick leaves—escalating prolonged leaves (>7 days) with weekly HR updates.

  • Provide Emergency Response: Deliver urgent treatment in crises, despite primary non-clinical focus, to safeguard staff safety.

  • Ensure First Aid Readiness: Conduct bi-weekly checks to keep first aid kits fully stocked in IST offices, warehouses, workshops, vehicles, guesthouses, and IMS apartments.

  • Oversee Mini-Pharmacy Operations: Manage the IST Dhaka mini-pharmacy for first aid/emergency replenishment, collaborating with IST pharma for supply requests and optimal storage conditions.

  • Organize Ongoing Training Programs: Design, plan and deliver year-round health awareness and training sessions for IST staff.

  • Other: To perform with any other staff health focused task as delegated by the line manager

  • Contract and Salary:

    • Permanent contract renewable based on performance and operational needs. Salary according to level Ten (10) of the internal MSF salary grid (BDT 161000 Gross). Salary is non-negotiable. Income tax deduction from salary based on current income tax rule.

    • 2 annual leave days per month worked.

    • There will be no provisions for relocation
