Educational Requirements:
∎ Bachelor of Business Administration (BBA) in Human Resources or Related Social Science

Job Context:
∎ Under the supervision of the HR Manager, the HR Officer is responsible for supporting the HR Team and the implementation of Tdh HR policies at Field base level.
∎ S/he is responsible to contribute to the execution, implementation of the Field Base human resources frameworks, procedures and policies adhered by all staff while respecting the local context, local legislation and Tdh policies and values.
∎ The HR Officer will support the HR Field base teams to ensure high quality and efficient staff recruitment, contract management, orientation, learning and development, performance management, code of conduct compliance, employee engagement and staff care/wellbeing.
∎ The HR Officer will promote a positive organizational culture in collaboration with the HR Manager and under the overall supervision of the Human Resources Coordinator

Job Responsibilities:
∎ Key responsibilities: -
∎ Resource Planning and Recruitment
∎ Ensure job descriptions are appropriate and relevant from a technical point of view by liaising with relevant technical units
∎ Make the job classification according to the salaries grid positions
∎ Create advertisements and manage job vacancies
∎ Coordinate external vacancy advertising
∎ Screen applications, liaise with Heads and other HR officers regarding short-listed applicants
∎ Ensure short-listed candidates are suitable by doing competency and motivational interviews, alongside main stakeholders
∎ Liaise for international staff and sponsored candidates
∎ Administer the end to end contracting for all types of contracts
∎ Coordinate onboarding for new staff
∎ Review National staff contracts for accuracy and alignment with the local labour laws, in liaison with the HR Manager
∎ HR Administration :-
∎ Ensure that all aspects of HR Admin- contract management, personnel files are efficiently managed and completed
∎ Ensure that all HR processes comply with laws governing us (Labour Act, Staff Regulations, Code of Conduct)
∎ Ensure that all staff have a valid country ID card and business cards upon arrival
∎ Prepare and organize in collaboration with the other departments, the induction of new staff (Welcome note, briefing schedule, supervise the briefing process for delegates and national staff
∎ Follow up on staff contracts (starting date, end date and extension if needed) Follow up on probationary period and manage in collaboration with Heads, the end of probationary period according to HR regulation
∎ Manage staffing contact list as well as staff database and ensure its distribution on a weekly basis
∎ Make regular update of the leave status or leave planning system
∎ Manage in collaboration with other HR colleagues, the staff insurance in collaboration with the insurance companies (update of the list of Staffs and their relatives for the medical insurance, to request their incorporation and disincorporation at each start and end of contract)
∎ Ensure staff complete their end of mission formalities with all departments and turnover all admin items (ID Card, keys, dongle, phone, laptop, sim card) before departure in collaboration with the other departments
∎ Organise and supervise the debriefing of Delegates or National Staff at the end of their contracts, in collaboration with other departments
∎ Work closely with the HR Manager to organise staff farewell at the end of their contract
∎ Payroll Management :-
∎ Support the HR Manager to manage the administration of the tax and provident fund contribution for national staff and ensure the proper implementation Prepare and validate payroll list in collaboration with the HR Manager
∎ Follow up the payment of taxes and social taxes by the Finance and make the double archiving of the documents and receipts transmitted by the Finance
∎ Update and maintain payroll records
∎ Maintain updated information on staff salaries, allowances and ensure compliance with current laws and regulations in close collaboration with the HRD and Finance Department
∎ Ensure timely, equitable, transparent and systematic approvals of HR benefits, entitlements, contracts
∎ Administer the benefits programs (leave policies, wellness programs, insurance policies)
∎ Conduct calculations of termination payments
∎ Performance Management :-
∎ Work alongside managers to develop and establish highest levels of performance from their staff
∎ Guide managers to perform the whole range of performance management activities (e.g. set objectives, appraisal, identify gaps and contribute to the definition of training and development actions as appropriate)
∎ Provide guidance and support to managers and staff in cases of poor performance and disciplinary situations
∎ Share information received from staff development with all the team
∎ Train staff in the use of the relevant tools e.g. performance online and advocate for highest standards of performance management
∎ Ensure that staff are timely appraised and monitor quality of evaluations in compiling final appraisals for the HR files
∎ Capacity Building and Staff Development:-
∎ In coordination with units, implement timely and effective staff learning and development programmes
∎ Relationship Management :-
∎ Monitor staff/management issues and support/advise management and staff as appropriate to improve the relations and resolve the issues
∎ Advise staff on HR policies and practices, advocate for staff to management, consult with Legal unit, Health officer and Stress counsellor as appropriate on matters affecting staff including occupational health and stress related issues
∎ Be the partner of delegates and national staff, listen to them, provide answers to their queries, provide professional advice
∎ Organise training for staff on HR policies
∎ Encourage the staff to make online courses and use the learning platform
∎ Develop staff skills by the management and supervision of the various trainings
∎ Skills and Competencies :-
∎ Essential
∎ Strong judgment and ability to identify and analyse problems and to think strategically to anticipate, interpret and develop strategic responses to issues
∎ Ability to persuade, influence, negotiate, manage and sustain effective, successful strategic relationships both internally and externally
∎ Strong negotiation skills and the ability to persuade others to adopt a specific course of action to achieve desired results
∎ Proficiency in the use of MS office tools
∎ Fluency in written and spoken English

Additional Requirements:
∎ Qualifications and Experience
∎ Relevant First-degree field or equivalent in Social Sciences
∎ Professional qualification in HR and registered with a professional HR Body Minimum of 3 - 5 years relevant professional HR experience
∎ Experience working with governmental and international non-governmental organizations, authorities and agencies is preferred
∎ Competencies:
∎ This function requires the mastery of Personal, Social and Leadership Competencies (PSLC), Technical and Methodological Competencies (TMC)
∎ Demonstrating ability to pay particular attention to detail, remain calm and polite at all times, be an expert of Tdh staff, guide those who come to you with questions.
∎ Playing a service provider role to internal stakeholder while promoting and ensure internal processes and regulations are respected.Promoting key Tdh quality policies such as PSEA, CoC and CSP.
∎ Anticipating future HR issues by using or creating new internal processes, tools and policies that are shared by all relevant stakeholders and enforced in a timely manner.
∎ Showing a strong level of flexibility and ability to take the right decision in a high pressure environment.Supporting his/her colleagues to ensure team spirit and collective efficiency.
∎ Commit to respect and ensure the implementation of Tdh Code of Conduct, Tdh Risk Management Policies including: Child Safeguarding Policy, Safety and Security Policy, Anti-Fraud/Corruption Policy, Whistle Blowing Policy, Gender & Diversity Policy and any other Tdh's or Donors policies.
