Education:

·        Master’s/MBA with Honours/BBA in Finance or Accounting from a government-approved university.

·        Partly Qualified CA (CA–CC and at least Certificate/Knowledge Level completed from a reputed CA firm in Bangladesh) or Fully Qualified ACCA is mandatory.

·        Membership with any internationally recognized professional body will be considered an added advantage.

  • Age At most 50 years

Minimum 10 years of senior leadership and management experience in Finance and Accounts within NGOs operating in Bangladesh, international humanitarian or development organizations.

Strong accounting skills, including management of financial statements, fund management.

Proven experience working with a wide range of UN and International Partners and others, including Government agencies, Civil Society, Universities and Institutes.

Experience leading budget preparation, donor, financial and management reporting, and compliance management.

Mandatory knowledge of VAT and Tax regulations in Bangladesh, including reporting and compliance requirements, banking and other regulatory communications.

Excellent written and verbal communication skills in English, with demonstrated ability to maintain effective coordination and reporting with international partner organizations.

Strong proficiency in Microsoft Office applications (MS Word, Excel, PowerPoint), ERP systems, and other relevant digital tools.

High level of flexibility, diplomacy, leadership, cultural sensitivity, and team spirit, with the ability to operate effectively in complex organizational settings.

Sound understanding of safeguarding principles, including PSEA (Prevention of Sexual Exploitation and Abuse) and organizational codes of ethics.

Demonstrated ability to work collaboratively in multi-cultural and multi-ethnic team environments  



Responsibilities & Context:

Financial Planning and Budgeting

·        Lead the initiative, preparation, implementation, and monitoring of annual organizational budgets, and amendment of budget.

·        Explore and incorporate income-generating opportunities and sustainability mechanisms into project planning and budgeting.

·        Act as a key contributor in preparing and submitting Expressions of Interest (EOI), project proposals, and due diligence documents for resource mobilization and project development.

·        Develop annual work plans and oversee departmental performance reporting.

·        Lead capital budgeting, asset management, investment planning, and fund management.

·        Support program teams in preparing project’s budgets, amendments, and financial proposals.

·        Review and finalize project budgets, revisions, and statutory submissions (FD-6, FD-7, FD-4, FD-2, FD-3, FC-1).

·        Distribute different project’s financial tasks and organizational responsibilities, provide necessary guidance, and ensure effective teamwork in an enabling work environment.

·        Act as a key observer to control organizational and project budget in line with Donor’s approval and terms & conditions as well as organizational policies.

Grant Management and Donor Compliance

·        Ensure full compliance with donor agreements, grant conditions, and NGOAB regulations.

·        Monitor grant expenditures and maintain accurate documentation for audits and reporting.

·        Maintain effective communication with donors on financial matters.

·        Supervise project approvals and compliance with regulatory authorities.

Financial Controls, Policies, and Risk Management

·        Establish, implement, and strengthen internal control systems and financial policies.

·        Review financial procedures and recommend best practices for continuous improvement.

·        Ensure strong governance, financial risk management, and regulatory compliance.

·        Lead feasibility studies and financial assessments for new initiatives and ventures.

Cash Flow, Treasury, and Fund Management

·        Manage organizational cash flow and liquidity to ensure uninterrupted program operations.

·        Monitor and forecast cash requirements and coordinate timely fund disbursement.

·        Manage Provident Fund, Gratuity Fund, and other statutory funds in compliance with regulations.

·        Liaise with banks, NBFIs, and financial institutions on operational and strategic matters.

·        Make investment and portfolio decisions in consultation with management.

Payment, Payroll, and Tax Management

·        Ensure timely payment of salaries, incentives, vendor bills, and operational expenses.

·        Review payroll, staff timesheets, and final settlements.

·        Lead tax planning and ensure VAT and income tax compliance.

·        Oversee tax return filing and coordination with consultants and audit firms.

·        Issue salary certificates, tax deduction statements, PF Statement to staff.

Financial Reporting and Audit Coordination

·        Prepare, review and submit accurate monthly, quarterly, half-yearly, and annual financial statements following International Financial Reporting Standards.

·        Ensure statutory, management, and donor reporting compliance.

·        Coordinate internal and external audits and address audit observations.

·        Maintain liaison with audit firms and regulatory bodies.

·        Replying audit queries from NGOAB, auditors’, donors maintaining professional standard.

Systems, Technology, and Data Management

·        Oversee centralized ERP and accounting systems, including Tally ERP and customized platforms.

·        Lead system development, maintenance, and troubleshooting.

·        Ensure data integrity, security, and global reporting standards.

Governance, Compliance, and Stakeholder Management

·        Attend EC Meetings and AGMs and present financial reports to governing bodies.

·        Prepare and monitor implementation of management decisions and meeting resolutions.

·        Review and contribute to finalize contracts, agreements, and financial commitments.

·        Maintain liaison with NBR, VAT authorities, banks, donors, and regulators.

Capacity Building and Leadership

·        Lead and supervise the Finance and Accounts of organization, regional offices and it’s projects.

·        Set performance goals and conduct regular evaluations.

·        Provide guidance, mentoring, and professional development to staff.

·        Promote a culture of accountability, transparency, and ethical practice.

Strategic Planning and Organizational Development

·        Contribute to organizational strategic plans and annual reports.

·        Support senior management in financial decision-making and long-term sustainability.

·        Represent the organization in high-level meetings with donors and stakeholders.

·        Perform other strategic duties as assigned by management.
