The HR and Administration Department is a fundamental pillar of organizational success and must operate efficiently in all aspects of HR and administrative functions. The responsibilities listed below are not all-inclusive; management reserves the right to revise or add duties as required to meet business needs.
A. Leadership & Planning
1. Lead the HR and Administration Department of the CDL Group, including annual planning of HR and administrative activities.
B. Human Resources Functions
1. Supervise and monitor all HR-related activities, including job analysis, manpower planning, recruitment and selection, onboarding and orientation, job descriptions, confirmation, increment, promotion, performance appraisal, talent management, and issuance of all types of notices, office orders, release orders, NOCs, ID cards, passes, salary certificates, experience certificates, and intern certificates.
C. Administration Functions
1. Supervise and monitor administrative activities including attendance management, leave management, payroll management, supply chain and procurement management, inventory and store management, office and vehicle management, risk management, and material management.
2. Ensure full compliance with company policies and procedures.
3. Manage employee relations.
4. Oversee office operations and facilities management.
5. Administer HR programs related to compensation, benefits, and employee performance management.
6. Maintain leave law records and employee leave trackers.
7. Coordinate, as advised by management, HR initiatives to align with overall business goals.
8. In coordination with the Accounts Department, supervise preparation and disbursement of all types of wage and benefit payments, including salary, tiffin bills, overtime, attendance bonuses, Eid bonuses, maternity benefits, earned leave encashment, death compensation, and final settlements.
D. Training, Communication & Development
1. Implement employee training and development programs to enhance skills and career growth.
2. Maintain ongoing communication with managers and staff to ensure a positive and productive work environment.
3. Manage internship programs and intern applicant tracking.
E. Compliance & Legal
1. Maintain management guidelines for preparation, implementation, and updating of policies and procedures in accordance with Bangladesh Labor Law, and monitor and enforce their implementation.
2. Monitor compliance with employment laws and update the Executive Director (ED) on policy changes as required.
3. Work with the Executive Director in addressing employee issues and conflict resolution.
4. Maintain accurate HR documentation and personnel records.
5. Monitor and enforce all construction compliance requirements.
F. Safety, Security & Environment
1. Ensure the safety and security of personnel, materials, and information across the Group by supervising fire safety, electrical safety, structural safety, environmental health, and safety (EHS) programs.
2. Ensure compliance with all environmental requirements in and around project sites.
G. Coordination & Management
1. In coordination with the Land and Legal Department, manage disputes related to labor court cases, real estate, property management, commercial space management, and construction issues.
2. Maintain close liaison with local law enforcement agencies, government regulatory bodies, and local public representatives to ensure a conducive business environment.
3. Oversee waste management, security management, expenditure management, housekeeping management, factory key management, disciplinary actions, misconduct handling, punishment procedures, and license/permit management.
4. Manage canteen and dining facilities, as well as all types of equipment including fire equipment, lifts, boilers, generators, compressors, transformers, and pumps.
