Experience
1-2 years of relevant experience in HR, employee welfare, industrial relations, compliance, or worker management.
Experience in a factory/manufacturing environment, particularly RMG, footwear, leather, textile, or other export-oriented industries, will be preferred.
Fresh graduates may be considered for a Junior Welfare Officer position.
Required Skills
Good knowledge of Bangladesh Labour Act & Labour Rules.
Strong communication and interpersonal skills.
Ability to handle worker grievances professionally and confidentially.
Good counseling and problem-solving ability.
Proper knowledge of MS Word, Excel, email, and HR software.
Good report-writing and documentation skills.
Ability to communicate in Bangla and English.

Experience dealing with worker committees/participation committees, trade unions, customer audits, BSCI/SEDEX/SMETA, WRAP, or other social compliance systems.
Key Responsibilities
1. Worker Welfare
o Ensure employee welfare facilities are properly maintained and accessible.
o Handle workers' welfare-related complaints, grievances, and requests.
o Maintain regular communication with workers and management to resolve workplace issues.
o Promote a positive and respectful working environment.
2. Grievance & Employee Relations
o Receive and investigate workers' complaints and grievances.
o Coordinate with relevant departments for timely resolution.
o Maintain confidential records of grievances and corrective actions.
o Support disciplinary and counseling processes when required.
3. Welfare Facilities
o Monitor canteen, drinking water, sanitation, rest areas, first-aid facilities, prayer areas, childcare facilities, etc., as applicable.
o Conduct regular inspections of welfare facilities.
o Identify deficiencies and recommend corrective actions.
4. Worker Communication
o Conduct worker meetings, welfare sessions, awareness programs, and counseling.
o Communicate company policies, benefits, and welfare-related information to workers.
o Assist new workers in understanding company rules and facilities.
5. Legal & Compliance
o Support compliance with the Bangladesh Labour Act, 2006, Bangladesh Labour Rules, 2015, and applicable amendments.
o Maintain welfare-related records and registers required by law and customer/social compliance standards.
o Assist during internal, customer, third-party, and government compliance audits.
6. Employee Benefits & Support
o Assist workers regarding leave, attendance, salary/payment-related concerns, maternity benefits, medical assistance, insurance/benefits, and other employee services.
o Coordinate with HR, Accounts, Medical, Security, and Production departments where necessary.
7. Women Workers' Welfare
o Pay special attention to issues affecting female workers.
o Support maternity-related benefits and facilities.
o Help address workplace harassment or inappropriate behavior through the company's established procedures.
8. Reporting & Documentation
o Prepare monthly welfare reports and employee grievance reports.
o Maintain worker counseling, grievance, welfare activity, and follow-up records.
o Track welfare-related corrective and preventive actions.
9. Employee Engagement
o Organize welfare activities, awareness programs, celebrations, sports/recreational activities, and employee engagement initiatives.
o Support programs aimed at improving employee satisfaction and retention.
