∎ Full accountability and excellent regular communication with the rest of the project team – to ensure coordination, accountability and transparency.
∎ Minimum 5 years of working experience with progressively increasing responsibilities and duties in programs focused on managing finances in a similar funding environment and grant management. Proven experience managing operational components on large, complex donor-funded projects with strong preference for past USAID-funded project management experience..

∎ EXPERIENCE REQUIREMENTS

Responsibilities & Context:
∎ Ensure all project financial transactions are allowable, reasonable, and allocable, and within established financial management policies of USAID and BRAC.
∎ Review and prepare all financial reporting including internal reporting, reporting to local authorities, and reporting to USAID.
∎ Lead the annual, quarterly, and monthly forecasting of the project operating budget and expenditure, working collaboratively with project staff and partners to collect necessary inputs.
∎ Develop budgets for renewals, amendments/modifications, realignments, and no-cost extensions of current agreements for the project.
∎ Provide assistance on financial management to partners and subgrantees.
∎ Prepare all agreement-related donor approval requests and promptly respond to all agreement-related donor requests in coordination with project leadership.
∎ Coordinate closely with the Chief of Party and the partner’s teams to ensure proper financial stewardship of the award.
∎ Oversee the approval of FD6 from NGOAB, local statutory audit, Bangladesh government, Financial Act and statutory compliance.
∎ Develop and monitor internal controls and supports internal and external audits.
∎ Administer human resources, procurement, administration, office/project registration, and information technology related activities for the office.

∎ UDDOM project aims to empower climate-vulnerable communities in Bagerhat, Sunamganj, and Jamalpur districts of Bangladesh to cope with and mitigate the impacts of climate change-induced disasters. By focusing on strengthening local government institutions and providing access to financial resources, crop insurance, and climate-smart agricultural practices, the project seeks to enhance the resilience of both communities and local governance structures. Through initiatives such as “Adaptation Clinics” for climate-smart agriculture, the provision of financial services, and the construction of climate-resilient infrastructure including water facilities and housing, UDDOM integrates proven adaptive solutions with locally developed strategies. Additionally, the project endeavors to improve early warning systems and facilitate early action to better prepare communities for future climate-induced disasters. Over a span of 60 months, UDDOM aims to foster sustainable development and resilience in the face of increasingly frequent and severe climate-related challenges.
∎ Position: Finance and Admin Manager, USAID Community-led Climate Smart Innovations to Address Climate Change Impacts (UDDOM)
∎ Location: Head Office
∎ JOB PURPOSE: BRAC is seeking qualified Finance and Admin Manager, for the USAID funded “Community-led Climate Smart Innovations to Address Climate Change Impacts (UDDOM)” project awarded on March 2024 and expected to run for 5 years.
∎ The Finance and Admin Manager is responsible for the overall for the overall administration, logistics, procurement, and information technology and security management of the project. S/he will responsible for day-to-day financial reporting; maintaining the book of accounts; budgetary control; ensuring USAID, NGOAB, and regulatory compliance. S/he will design the Program’s finance and administration management systems and ensure they support financial and property management, information use, and reporting requirements; serve as the primary contact on financial, administrative, and grant compliance matters to partners, subgrantees, and BRAC; carry out pre-award audits of prospective subgrantees; support the design of financial management training components for subgrantees; monitoring and ensuring subgrantee financial compliance; and providing oversight of project finance and administration support staff.
∎ KEY RESPONSIBILITIES

∎ SAFEGUARDING RESPONSIBILITIES
∎ Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
