Job Description (JD) & Key Responsibilities

Manpower & Recruitment

  • Manpower planning as per production & budget

  • Recruitment, selection & appointment process

  • Approval of JD, salary structure & contracts

  • Induction & onboarding

HR Operations

  • Attendance, leave, shift & overtime management

  • Employee database & HRMIS control

  • Confirmation, transfer, promotion & exit process

  • Disciplinary action & grievance handling

Payroll & Benefits

  • Payroll coordination with accounts

  • OT, incentive, bonus & leave encashment

  • PF, gratuity, insurance & welfare benefits

Industrial Relations (IR)

  • Maintain discipline & employee relations

  • Handle worker issues, misconduct & counseling

  • Union / worker representative coordination

  • Prevent disputes, absenteeism & unrest

Compliance & Legal

  • Bangladesh Labor Law compliance

  • Buyer compliance (RSC, Accord, audit)

  • Govt. authority liaison (DIFE, Fire, Police)

  • Maintain statutory registers & licenses

Training & Development

  • Training need analysis (TNA)

  • Soft skills, compliance & leadership training

  • Performance appraisal system

Policy & System

  • HR policy formulation & implementation

  • SOP development & continuous improvement

  • HR budget & cost control

 

Legal & Regulatory Compliance

  • Ensure compliance with Bangladesh Labor Law

  • Maintain licenses & approvals (DIFE, Fire, Boiler, Environment)

  • Liaison with government authorities

  • Maintain statutory registers & records

Buyer Compliance & Audits

  • Prepare for RSC / Accord / Alliance / Buyer audits

  • Coordinate factory walkthroughs & document presentation

  • Manage CAP (Corrective Action Plan) closure

  • Communicate with buyers & third-party auditors

Fire, Building & Electrical Safety

  • Ensure compliance with RSC / NFPA / BNBC

  • Monitor FADS, SUPS, hydrant, fire pump systems

  • Coordinate inspections & third-party assessments

  • Ensure emergency preparedness & evacuation plans

Social Compliance & Welfare

  • Monitor working hours, OT, wages & leave

  • Child labor, forced labor & harassment prevention

  • Dormitory, canteen, medical & welfare facilities

  • Grievance mechanism & worker committee support

EHS & Environmental Compliance

  • Waste management (solid, chemical, hazardous)

  • Chemical safety (MSDS, storage, labeling)

  • Effluent / emission / noise compliance (if applicable)

  • PPE usage & safety culture promotion

Training & Awareness

  • Conduct compliance, safety & fire training

  • Fire drill & evacuation drill coordination

  • Compliance induction for new employees

  • Supervisor & line manager awareness programs

Documentation & Reporting

  • Maintain SOPs, policies & checklists

  • Compliance dashboard & risk register

  • Monthly compliance status report to management
