Job Responsibilities:
∎ 1. Programming-
∎ Provide leadership to the project team and oversee successful implementation and coordination of Legal response and prevention programs to support vulnerable people in camps, urban areas and hard to reach areas
∎ Update and maintain a consolidated master program data and indicator tracker on a weekly basis to ensure accuracy and completeness of the data provided
∎ Follow up on the roll out of case management and core competency assessments and supervision tools with team to monitor comprehension of and ability to apply key concepts
∎ In collaboration with the Project Manager develop work plans, oversee implementation or program, and track indicators to measure progress
∎ Ensure compliance of program operations with guidelines and BRAC’s global programming principles
∎ In collaboration with the Project Manager and M&E team, develop and undertake assessments as required by the program work plan, as well as relevant monitoring and evaluation to inform additional programming needs and design
∎ Supervise the provision and quality of trainings for local partners and staff on Legal rights, basic counseling, case management, Mediation and other key resources for partners, community members, and service providers;
∎ Provide ongoing technical support, mentoring and guidance to project staff and partners to ensure programming meets best practice and guiding principles;
∎ Actively contribute to the creation and implementation of Protection sector strategy to meet the needs of survivors, including response to emergencies as they arise
∎ Undertake field monitoring visits to assess progress and identify technical quality and implementation issues, provide solutions and implement modifications and improvement plans as required
∎ Prepare program updates in close collaboration with senior staff to identify key achievements and challenges in program implementation.
∎ Undertake other relevant tasks as requested by Project Manager
∎ With input from the Protection team, on regularly reflecting on: progress, stories of change and success, emerging good practices; and areas that are not working, falling short; document what is being learnt and continue to build on this learning; action planning to address, adjust and change our programming and approaches
∎ Monitor the Staff lawyers, Legal Officers, paralegals placed in the camps
∎ Representing any clients in court if need be.
∎ Attending advocacy meetings with external partners
∎ Attending camp coordination meetings in areas BRAC is active
∎ Conduct regular legal consultations with refugee community to ensure feedback on services
∎ Ensure ongoing monitoring and evaluation of projects on site through regular filed visit.
∎ Assist Project Manager to manage budget and expenses of project activities.
∎ Develop work plans on monthly basis and work with program coordinator to ensure that the curriculum meets professional standards.
∎ Update database of all the staffs in the respective zone of responsibility.
∎ Monitor the field operation of all the Legal Assistance Centers and report daily to project manager
∎ Provide frontline support to staffs in relation to material, administrative and logistical needs to enable their work efficiently.
∎ Provide technical and managerial supervision to the staffs including giving guidance, advice on their work, maintain attendance record and monitor and evaluate their performance.
∎ Prepare weekly, bi-weekly report and monthly as well for partner and sectoral use of HCMP-BRAC
∎ Responsible for all kinds of documentation and branch level billing.
∎ Working in budget preparing, review team and keep following up the expenditures.
∎ 2. Grant Management and Reporting-
∎ In coordination with Project Manager, sector lead, PDDR and Grants Unit, contribute to the development of proposals and concept notes for expanding Protection portfolio
∎ Prepare internal and external reports within agreed deadlines using BRAC and donor formats
∎ Manage the project budget; oversee all budget expenditures and ensure they are allowable and allocable according to BRAC and donor regulations; review monthly Budget vs. Actual and expenditure sheets, feed corrections
∎ Ensure that program implementation is in line with the technical proposals, project timelines and budgets
∎ 3. Staff Management and Development-
∎ Maintain open, supportive, and professional relationships with team members, and promote a strong team spirit
∎ Provide day-to-day management support and guidance to enable staff to successfully perform in their positions
∎ Ensure timely completion and submission of monthly timesheets, probation reviews, appraisals and annual performance reviews
∎ Provide regular on-going and constructive feedback to develop their practice
∎ Provide related feedback to teams, develop action plans
∎ Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team, address gaps and providing professional development
∎ 4. Coordination
∎ Collaborate with field team and other operations staff to ensure programming is properly supported and that all activities are conducted according to BRAC Administration, HR, Logistics, Finance and other policies and procedures
∎ Coordinate with BRAC’s Protection Clusters and other departments as required to ensure effective and collaborative working relationships
∎ Develop and maintain effective working relationships with all relevant stakeholders including community members, NGOs, government authorities and UN agencies;
∎ Participate in internal coordination meetings as required and liaise with BRAC's other programs as needed to ensure effective collaboration, program integration, and mainstreaming of risk mitigation for the best possible outcome
∎ Represent the BRAC at relevant interagency coordination meetings and task forces as required
∎ Coordinate and follow-up with partner organizations and other project stakeholders as required
∎ 5. Safeguarding
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme's goals on safeguarding implementation
∎ Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so
Additional Requirements:
∎ A minimum of 5 years of experience in legal issues and their application in humanitarian or development settings.
∎ Strong writing skills and experience in writing donor reports and proposals and grant management
∎ Ability to organize and prioritize work and competing tasks, meet deadlines and maintain composure
∎ Demonstrated experience in successfully leading team in a dynamic, challenging and changing context, including experience with remote management
∎ Excellent communication, listening and observation skills, including ability to create trust, support, maintain confidentiality, respect of all ages, background and diversity
