Job Context:
∎ To contribute to ensuring efficiency and effectiveness of Human Resource functions of UCEP Bangladesh at central and regional level including other entities of UCEP Bangladesh in line with UCEP Bangladesh`s values, vision, mission, goals and relevant country laws.

∎ To render necessary support for continuous organizational performance improvement which helps fund achieve its ambition of becoming a high performing organization.

∎ Contribute to implementing UCEP Bangladesh`s values, vision, mission and goals, and development of future strategy documents as needed.
Job Responsibilities:
∎ Organizational Development
∎
∎ Work closely with relevant teams to develop/review HR Manual to enhance organizational effectiveness through analyzing as well as diagnosing employee short/mid and long term needs.
∎ Identify and share both internal and external best practices in order to benchmark HR activities and their qualities.
∎ Based on exit interview feedbacks & other documents, prepare management reports to assist in taking necessary action or developing due course of actions.
∎ Advice & work closely with other relevant team to ensure org. developmental activities are taken as per budget allocations.
∎ Contribute with research, analysis and ideas to ensure/facilitate that organizational development initiatives are appropriately integrated, synchronized and aligned with strategic and business goals.
∎ Draft designs in delivering OD and change management strategies, processes and interventions that support the organization's ambition to be a high performing organization.
∎ Facilitate initiatives which foster a high performance culture, where valuing learning, continuous improvement and diversity are the regular and standard norms.
∎ Support specific performance improvement initiatives, e.g. through the implementation of 360-degree feedback process.
∎ Identify opportunities for performance improvement through, for example, Development Needs Analysis (DNA), process/system reviews in order to understand barriers and possible solutions.

∎ Commission and manage additional internal or external resources as and when required in order to ensure cost-effective delivery of agreed OD initiatives/deliverables.
∎ Design and facilitate in-house events (e.g. workshops, away days) as required and requested.
∎ Work with the internal/external individuals/teams/departments to ensure effective communication and consultation processes and to build broader and effective staff engagement.

∎ Learning & Development
∎
∎ Render necessary support towards UCEP talent management and succession planning procedures and processes.
∎ Work with line managers on the design and delivery of appropriate and relevant Individual Development Plans (IDPs) for the staff under supervision.
∎ Evaluate the efficacy of agreed internally-delivered interventions methods/modules.
∎ Assist in developing the schemes relating to coaching, mentoring to support staff development and the achievement of IDPs.
∎ Lead the initiatives on the development of staff skills and knowledge database in order to maximize the diverse talents of the organization.
∎ Design, develop & plan staff development programs accordingly.
∎ Organize, conduct, monitor and evaluate designed courses.
∎ Arrange organizational orientations for freshers.
∎ Design and develop cost effective and relevant session plans.
∎ Training evaluation and arrange follow-up learning progress/processes with participants and other concerned persons.
∎ Ensure proper documentation of Training and Development related documents.
∎ Provide guidance to the regional offices for induction of staff which includes orientation on UCEP strategies and relevant policies at the regional level.
∎ Assist in planning and implementing induction programs which include orientation on UCEP strategies and relevant policies for new recruits and to arrange refresher session for existing employees as and when required.

∎ Human Resource Management
∎
∎ Lead the UCEP Bangladesh's activities like job evaluation/analysis, workload assessment, job descriptions etc.
∎ Oversee the annual appraisal processes, monitor compliance with the timetable to ensure consistency of quality in appraisal documentation.
∎ Assist to ensure that Performance Appraisal Process has been properly adept in all level of the organization;
∎ Analyses results and create action plans based on Performance Appraisal
∎ Prepare and maintain database of Staff Development activities;
∎ Work with other HR Team members for day to day HR Related Activities
∎ Plan, implement and manage HR functions of the organization.
∎ Contribute to ensure effective implementation of HR policies and guidelines throughout the organization.
∎ Contribute to ensuring adherence of other organizational policies and guidelines related to HR.
∎ Contribute for taking appropriate and timely actions in response to any non-compliance issue related to any policy of the organization.
∎ Contribute to prepare staffing plan for different projects and functions for UCEP Bangladesh including its other entities.
∎ Contribute to managing all the recruitment related activities as per organizational need and to ensure that all relevant employment procedures are correctly and timely followed.
∎ Contribute to managing the Performance Management System including i) KPI setting, ii) PAF modification as per KPI, iii) Performance Agreements, iv) Performance review (half-yearly & year-end) and v) Review-based actions and implementation of decisions (ranking, increment, PIP, etc.).
∎ Ensure documentation of the entire Performance Management Process in hard copies and in digital forms.
∎ Monitor the contract cycle of all employees and ensure timely renewal/discontinuation of job-contracts.
∎ Provide guidance for regional capacity development.
∎ Manage all the HR related operations including Leave, Employee Attendance, Transfer, Grievance and Separation.
∎ Ensure coordination with Finance and Accounts for Employee Payroll and Benefits payout.
∎ Manage Human Resource Management System (HRMS).
∎ Coordinate with ICT & Business Solutions Department, and Finance and Accounts Department for effective implementation of Enterprise Resource Planning (ERP) related to HR functions.
∎ Promote and contribute to ongoing efforts towards gender equity & equality, child/staff protection & safeguard, inclusiveness, accessibility and discrimination free environment in the workplace and operations/activities/plans. In applicable cases, ensure that necessary budget allocation is there and in KPIs these issues are reflected regarding employees under supervision.
∎ Maintain strict confidentiality of information, documents and other internal and external communications.
∎ Carry out any other relevant tasks assigned by the authority as and when necessary.

∎ Minimum 6 years of relevant professional experience in the field of HR, of which at least 2 years at mid-level managerial role in a large organization.
∎ Excellent fluency both in Bangla and English.
∎ Excellent computer operating skills, including MS Office packages, latest HR related software and tools.
∎ Self-motivated, adaptable, team player and passion for social development works.
∎ Ability and willingness to travel.
∎ Excellent interpersonal communication skills and negotiation skills.
