Required Experience: Minimum 20 years of relevant professional experience with at least 05 years of experience managing a team and being in a leadership role (director/head of the department level) or equivalent position in the field of social development programme management, particularly education and TVET programmes in a large organization.

Required Age: The age limit for the applicant would be maximum 55 years. Management has the right to make exceptions based on qualifications and experience.

Others:

  • Excellent fluency in both Bangla and English.
  • Excellent computer operating skills & conversant with MS Office package, including latest software and e-tools.
  • Self-motivated, adaptable, team player and passion for social development work.
  • Ability and willingness to travel.


Responsibilities & Context:

Job Location: UCEP Head Office, Mirpur 2, Dhaka

Job PurposeTo lead the design, implementation, and continuous improvement of UCEP Bangladesh’s programmes and innovations, ensuring alignment with its Vision, Mission, and Strategic Plan. The Director will strengthen institutional growth, programme quality, governance, and sustainability while upholding UCEP Bangladesh’s core values and reputation nationally and internationally.

Job Responsibilities:

  1. Strategic (40%): As a member of UCEP Bangladesh’s Senior Management Team (SMT), proactively:

Institutional Image & Advocacy;

  • Promote UCEP Bangladesh’s mission, values, and programmes nationally and internationally.
  • Represent the organization in high-level forums and establish strategic partnerships.
  • Strengthen communication, branding, and visibility through proactive stakeholder engagement.
  • Identify emerging trends and lead organizational innovation and change initiatives.

Organizational Growth & Sustainability;

  • Lead the review and implementation of strategic documents, policies, and guidelines.
  • Develop a Road Map for institutional growth, financial sustainability, and programme expansion.
  • Oversee proposal development, donor engagement, and resource mobilization.
  • Ensure strong governance, compliance, and risk management practices across all entities.

Business Process Management;

  • Ensure transparency and accountability in financial and institutional management through proper documentation, record-keeping, and compliance at all levels.
  • Develop and implement tech-based systems (ERP, UPMIS, automated filing, etc.) to enhance efficiency, effectiveness, and governance in all business operations.
  • Strengthen organizational policies and manuals, including procurement, risk management, HR, and administrative guidelines, ensuring full alignment with national laws and UCEP policies.
  • Promote Decent Work and staff welfare, ensuring Occupational Health and Safety (OHS) compliance and cost-effective employee benefit plans.
  • Facilitate interdepartmental coordination and continuous improvement in programme operations, audits, reporting, and institutional development initiatives.

Good Governance & Compliance;

  • Promote good governance and transparency in decision-making, financial management, and programme operations across all entities.
  • Uphold organizational integrity by enforcing zero tolerance on corruption, harassment, and inefficiency, and ensuring compliance with all UCEP Bangladesh policies and national laws.
  • Ensure effective institutional management through proper implementation of policies, grievance redressal, conflict resolution, and confidentiality in all official matters.
  • Facilitate strong coordination and communication among departments and with the Executive Director’s office for smooth, efficient, and compliant operations.
  • Support the Executive Director and Board of Governors (BoG) by providing timely updates, executing BoG and Association decisions, and maintaining constructive internal and external relations.

Operational (40%): Take the lead to ensure quality assurance, effective & efficient management, implementation, growth and sustainability of programmes and services of UCEP Bangladesh and its entities at central and regional levels.

1 . Programme Design, Development & Implementation;

  • Lead design, roll-out, and evaluation of quality education ( School , Polytechnic) and TVET programmes.
  • Ensure timely preparation of annual plans, budgets, MoUs, proposals, and donor reports.
  • Develop and operationalize manuals, guidelines, and frameworks for programme execution.
  • Build partnerships with government, private sector, and donors for programme expansion.

2 . Growth, Innovation & Sustainability;

  •  Ensure expansion and sustainability of UCEP Bangladesh’s programmes and services at regional, national levels.
  • Develop and implement cost recovery and market-oriented models, including trade-based and skills development programmes for diverse target groups.
  • Promote research and innovation to strengthen programme development, institutional growth, and continuous improvement.
  • Provide strategic and technical support to enhance fee-based training program, higher education initiatives, and social enterprise ventures.

3 . Quality Assurance;

  • Oversee curriculum development and alignment with national standards and market demand.
  • Ensure excellence in teaching-learning processes through innovation and training.
  • Promote knowledge management, research collaborations, and dissemination of lessons learned.

4 . Governance & Compliance in Operations;

  • Ensure transparent, compliant, and efficient project and financial management.
  • Uphold national procurement and donor compliance standards.
  • Strengthen digital documentation, monitoring, and reporting processes.

5.   Inclusiveness & Safeguarding;

  • Integrate gender equity, child and staff protection, and inclusiveness in all operations.
  • Ensure adequate budget and KPI alignment for safeguarding and equality initiatives.

People Management & Leadership (20%):

1. Team Development & Supervision;

  • Provide strategic and operational guidance to HO and regional programme teams.
  • Supervise and mentor direct reports to ensure performance excellence and accountability.
  • Promote teamwork, innovation, and collaboration among programme staff.

2. Capacity Building & Leadership Development;

  • Identify and nurture internal talents for second- and third-tier leadership.
  • Support HR in recruitment, placement, induction, and performance appraisal.
  • Ensure internal technical resource pool development for programme sustainability.

3. Organizational Culture & Team Cohesion;

  • Build a value-driven, inclusive, and discrimination-free work environment.
  • Encourage cross-functional collaboration, knowledge sharing, and team-building initiatives.
  • Resolve conflicts promptly and foster open communication across all levels.

Carry out any other relevant tasks assigned by the Management.
