Experience in monitoring and evaluation, preferably within internationally funded humanitarian or development programming.

Proficiency in Database Management (SQL, MySQL, Oracle) and ERP systems.

Advanced data analysis skills (quantitative and qualitative) and familiarity with Business Intelligence/Al tools.

Strong knowledge of Project Cycle Management (PCM) and IT infrastructure.

Role Summary

 

The Manager - MEAL & Information Systems is responsible for designing, implementing, managing and strategically integrating monitoring, evaluation and learning frameworks with the organization's IT and Management Information Systems. This role ensures that data collection, storage, and analysis are not only technologically robust and secure but also provide actionable insights to achieve program results, meet donor requirements, and drive organizational learning.

 

Key Responsibilities Strategic MEAL & Research

 

•  Develop and implement integrated MEAL frameworks including Theory of Changes, logical frameworks, SMART indicators, means of verifications and a measurement plan aligned with program objectives and donor guidelines.

•  Facilitate participatory program design and planning process by contributing insights from lessons learned, best practices and challenges to reflect the needs of targeted communities.

•  Lead and execute baseline studies, impact evaluations, needs assessment and other relevant research studies by playing active roles towards developing research methodologies, sampling strategy, questionnaires and digital data collection forms.

Enhance survey data quality by supervising data collection, conducting data quality assessments and establishing data governance and privacy protocols.

•  Draw actionable insights by analyzing quantitative and qualitative data, interview & focus group transcripts, high quality visualizations and narrative reporting.

•  Development Terms of Reference (ToR), Request for Proposals (RFP) and provide necessary technical and logistical support to facilitate the tasks of external consultants.Capacity Development

•  Lead and mentor field MEAL officers, data staff, and IT personnel.

•  Train program staff and partners on M&E methodologies, cybersecurity, and the effective use of IT tools.

•  Support partner organizations to strengthen data collection, data quality assessment, reporting systems and staff capacity.

•  Routinely review the partner organizations' operations and systems and provide guidance towards enhancing organization capacity to bridge the gaps.

 

Database Management & Reporting

 

•  Maintain digital records and databases for all projects, ensuring data accuracy, consistency, and integrity.

•  Design, operationalize and manage centralized organizational MIS, including reporting systems and dynamic dashboards to reflect functions with leading indicators.

•  Analyze quantitative and qualitative data to assess performance and prepare internal and donor reports (monthly, quarterly, annual or ad-hoc basis).

•  Ensure all data systems comply with donor requirements, international standards, and government regulations.

•  Provide technical support during audits and external evaluations.

 

Accountability, Learning, and Innovation

 

•  Establish and manage Complaint & Feedback Mechanisms (CFM) to ensure beneficiary participation.

•  Facilitate learning workshops and document best practices to support adaptive programming.

•  Drive the adoption of new technologies, including Al and updated research tools, to improve reporting efficiency.

 

IT Infrastructure & Security Management

 

•  Oversee the maintenance and operation of computer equipment, servers, networks, and software systems.

•  Manage cloud services, backups, and disaster recovery plans to ensure operational continuity.

•  Develop and enforce cybersecurity policies, safeguarding standards, and ethical data practices to prevent unauthorized usage.

•  Oversee the organization's digital presence, including websites, emails, and social media channels.
