Job Purpose: The Deputy General Manager, Regulatory Affairs and Compliance – Microfinance Programme is responsible for steering BRAC’s regulatory engagement and compliance strategy to ensure full adherence to Microcredit Regulatory Authority (MRA) requirements and alignment with sector best practices. This leadership role drives institutional credibility by ensuring timely and accurate regulatory reporting, strengthening compliance frameworks, and influencing policy dialogues to maintain BRAC’s microfinance position as a sector leader. The incumbent will proactively identify and mitigate compliance risks, optimize operational processes, and facilitate innovation through regulatory approvals for new products and strategic initiatives, thereby enabling sustainable growth and reinforcing BRAC’s reputation for excellence in microfinance.

Key Responsibilities

Strategical:

  • Steer BRAC Microfinance’s regulatory engagement strategy with the Microcredit Regulatory Authority (MRA), ensuring clarity, timeliness, and institutional alignment.
  • Analyze regulatory circulars and guidelines, provide strategic counsel to programme leadership, and arrange policy responses that advance organizational objectives.
  • Uphold a forward-looking perspective on microfinance regulations, competitor compliance strategies, and emerging risks to inform proactive decision-making.
  • Facilitate policy dialogues, strengthen BRAC’s sector positioning, and lead external communications with MRA and other regulatory stakeholders.
  • Spearhead internal compliance readiness by directing policy enhancements, system improvements, and capacity-building initiatives for Microfinance teams.

Operational:

  • Oversee timely and accurate submission of all MRA-mandated reports, returns, and documentation through cross-functional collaboration with MIS, Finance, Legal & Compliance, and Operations.
  • Maintain strategic engagement with MRA officials and represent BRAC Microfinance in high-level meetings, seminars, workshops, and consultations.
  • Establish and manage a comprehensive compliance calendar encompassing reporting, audits, renewals, and approval processes.
  • Safeguard institutional memory by maintaining robust documentation, correspondence logs, and secure archives of all regulatory communications.
  • Coordinate internal responses to MRA queries, inspection findings, and compliance follow-up actions with precision and accountability.
  • Lead regulatory assessments and secure approvals for new products, branch expansions, pilot projects, and operational modifications.

SAFEGUARDING RESPONSIBILITIES

  • Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
