Responsibilities & Context:
∎ Despite progress on several key health indicators, Bangladesh’s health sector remains underfunded, overburdened and vulnerable to various forms of corruption and abuse. These include illegitimate out-of-pocket expenses, procurement irregularities, absenteeism and distorted medicine pricing - all of which continue to have a significant negative impact on universal access to healthcare.
∎ For this reason, in Spring 2023 a group of concerned actors from civil society, academia and development partners came together under the umbrella of the Anti-corruption Partnership Initiative. This initiative has been coordinated by the Swedish Embassy and British High Commission in Dhaka in collaboration with other key development partners in the health sector, the U4 Anti-Corruption Resource Centre, Bangladesh Health Watch, TI Bangladesh, SOAS (ACE), MRDI, WHO, and the UNODC.
∎ The purpose of the partnership is to develop and test new ways of working on anti-corruption in the health sector using a combination of a) addressing specific problems identified by domestic actors b) being guided by the latest evidence and working closely with leading researchers and c) developing partnerships and working across silos in efforts to build new coalitions to reduce corruption.
∎ Within the health sector, two specific problems have been identified for further work:
∎ Medicine Pricing: Promoting fair medicine pricing in the public interest and for the sustainability of businesses. This area of work will be coordinated by UK FCDO (lead) and USAID.
∎ Healthcare staff absenteeism: Reducing absenteeism amongst healthcare staff so that poor and marginalised citizens have access to good quality health care. This area of work will be coordinated by Sida (lead) and FCDO.
∎ Both work streams are currently in ideation stage with discussions ongoing about prioritised activities.
∎ To support the activities of this partnership initiative a consultant/coordinator is needed who can support the organisations in the partnership with the design, planning, coordination and implementation of activities to address the two problems identified above.
∎ The Anti-corruption partnership consultant/coordinator will take operational responsibility for developing and coordinating the activities under this partnership initiative in close dialogue with the leads of each workstream.
