Experience:
B.Sc. in Civil Engineering from a recognized university.
IEB Membership
Minimum 15 years of professional experience in Civil Engineering.
Preference will be given to candidates with extensive experience working with contractor/construction companies.
Strong practical experience in Government Tender, Contract Management and Project Execution.
Excellent knowledge of Bangladesh Government Tender & Procurement System.
Strong knowledge of e-GP (Electronic Government Procurement).
Practical knowledge of PPA, PPR, ITT, TDS, GCC and tender evaluation procedures.
Good knowledge of Civil Works, BOQ, Rate Analysis and Cost Estimation.
Experience in preparing and evaluating tender documents.
Strong communication, coordination and negotiation skills.
Good command of MS Office, AutoCAD and relevant engineering software.
Ability to work independently and manage multiple tenders/projects.
Additional Advantage
Candidates having experience with PWD, LGED, RHD, BWDB, WASA, City Corporation, Bangladesh Railway, Ministry/Directorate projects or other Government agencies will receive preference.
We are looking for an experienced and competent B.Sc. Civil Engineer with strong experience in contractor/construction companies and comprehensive knowledge of Government Tender and Procurement Processes in Bangladesh.
Responsibilities:
Handle and supervise the complete Government Tender process from tender preparation to contract award.
Prepare and review Tender Documents, BOQ, Estimates, Technical Specifications and related schedules.
Analyze e-GP Tender Notices, TDS, ITT, GCC, PCC and other tender requirements.
Prepare tender-related documents, schedules, statements and supporting papers.
Coordinate tender submission, clarification, evaluation and contract-related activities.
Handle Government procurement procedures, PPR/PPA requirements and e-GP processes.
Prepare and review work orders, agreements, performance guarantees, securities, bills and payment documents.
Coordinate with Government Departments, Procuring Entities, Consultants, Engineers and Project Authorities.
Supervise construction/project activities and ensure compliance with drawings, specifications, quality and schedule.
Prepare work programs, progress reports, measurement sheets, estimates and variation proposals.
Monitor project progress, cost, quality and contractual obligations.
Provide technical and commercial support to management regarding tenders and ongoing projects.
