Job Context
Topstar Technology and Innovation Limited, a growing Real Estate and Property Development Company, is urgently seeking a highly competent, experienced, hardworking, dynamic, and result-oriented Chief Operating Officer (COO) to lead oversee and manage the day-to-day business operations, project execution, sales growth, property development, asset performance and efficient accomplishment of the organization’s activities.
The COO will be responsible for ensuring smooth execution of all business functions, coordinating activities across departments, monitoring operational performance, following up on key initiatives, and ensuring that organizational goals are achieved efficiently and effectively. The position requires a strong leader who can take ownership of daily operations and provide effective coordination among all departments with minimal supervision from the Management.
Key Responsibilities
Lead and oversee the overall day-to-day operations of the Company.
Direct financial planning, P&L and annual operation budget.
Preparation and design a business plan, manage efficient scale operation and drive revenue goal.
Ensure smooth coordination among Real Estate Development, Engineering, Construction, Sales & Marketing, Customer Service, Land, Legal, Finance, HR & Administration functions.
Manage daily business operation and continuing growth goals of the company.
Develop and implement operational strategies, business plans, policies, and performance objectives.
Monitor organizational activities and ensure timely execution of all projects, assignments, and strategic initiatives.
Follow up on pending matters across departments and ensure timely resolution.
Drive operational excellence, efficiency, accountability, and performance improvement throughout the organization.
Oversee construction and development projects to ensure completion within approved budgets, timelines, quality, and compliance standards.
Monitor project planning, execution, procurement, contractor performance, and resource utilization.
Lead business development initiatives, land acquisition activities, strategic partnerships, and market expansion programs.
Coordinate with architects, engineers, consultants, contractors, regulatory authorities, and other stakeholders.
Ensure effective sales management, customer relationship management, and after-sales service operations.
Monitor and ensure efficient procurement of construction and building materials.
Establish operational controls, reporting systems, and performance monitoring mechanisms.
Ensure compliance with applicable laws, regulations, corporate governance requirements, and risk management practices.
Represent the Company before government authorities, financial institutions, investors, landowners, and business partners.
Prepare and submit periodic operational and management reports to the Board of Directors and Management.
Ensure safety, security, discipline, and operational continuity across all business activities.
