Job Context:
∎ Project: Camp Coordination and Camp Management (CCCM), funded by UNHCR
∎ Department: Humanitarian Response
∎ Location of posting: Teknaf, Cox`s Bazar
∎ Types of contract: Fixed term contract
∎ Duration of Contract: Up to 31 December 2020

Job Responsibilities:
∎ Camp Coordination and Camp Management

∎ Act as the central focal point for all project activities and issues taking place at the camp level and in Cox's Bazar;
∎ Attend SMSD sector meetings, ISCG meetings and other relevant meetings at Cox's Bazar and in camps;
∎ Ensure establishment and maintenance of effective camp coordination mechanisms;
∎ Manage effective facilitation to promote community participation in camp coordination activities;
∎ Ensure that the project activities are aligned with objectives and help achieve the goals;
∎ Advocate for the legitimate needs and rights of the camp population through liaison with CiC/Camp Administrator, humanitarian service providers and other actors;
∎ Liaise between the camp population and humanitarian service providers and other actors;
∎ Supervise and guide the establishment of appropriate links with national/local authorities, state institutions, civil society and other relevant stakeholders, including effective coordination and information exchange with them;
∎ Establish, strengthen and monitor an effective, transparent and representative camp governance system including coordination of service provision and other defined camp activities;
∎ Promote and facilitate accountability towards the camp population through the establishment of complaints and feedback mechanism system;
∎ Ensure clarification of roles and responsibilities amongst stakeholders in the camp, for maintenance of camp infrastructure with a focus on sustainability and community/local government ownership;
∎ Make sure an effective referral mechanism is in place;
∎ Support the development of site improvement plans.
∎ Finance and budget management:

∎ Responsible for budget management;
∎ Forecast monthly cash requirements for AAB's CCCM operations;
∎ Contribute to the development of procurement plans;
∎ Ensure quality checks and procurement committees to finalise suppliers' selection according to the applicable scenario;
∎ Confirm quality of material selection when applicable;
∎ Ensure proper management and use of the project assets and stocks;
∎ Plan team movements based on available fleet and applicable policies;
∎ Administration/HR

∎ Participate in the recruitment of CCCM staff (development of organigrams, ToRs, elaborating the tests and reviewing them; interviews etc);
∎ Ensure that CCCM staff understand and can perform their roles and responsibilities;
∎ Undertake measures to develop the capacity of CCCM staff.
∎ Reporting

∎ Review and submit regular weekly and monthly reports to the funding agency;
∎ Report programme progress and challenges to AAB Head of Humanitarian Response.

Additional Requirements:
∎ At least 5 years' working experience including two years in managerial positions in INGO or equivalent.
∎ Experience in CCCM/Site development is highly desired specially Cash for work (CFW).
∎ Proficiency on local language can be an added value.
∎ Demonstrated ability to work well under pressure to meet deadlines.
∎ Team-work oriented, capacity to work independently; personal commitment, efficiency, flexibility, experience in working effectively and harmoniously with colleagues from varied cultures and professional backgrounds at all levels.
∎ Excellent understanding on field operation and CFW program implementation.
∎ Good communication skills and have experience in working with community people.
∎ Excellent spoken and written English language skills and the capacity to produce quality reports independently.
∎ Perform other relevant duties required for the project as well as the organization.
∎ Experience in CCCM and Rohingya Response.
∎ Clear understanding on protection issues, CCCM, human rights, DRR and resilience
∎ Experience working in emergency responses targeting vulnerable people
∎ Understanding of Human Rights Based Approach (HRBA) and Core Humanitarian Standard (CHS)
∎ Orientation to gender sensitivity.
∎ Ability to work under extreme pressure and meeting deadlines.
∎ Team player with strong experience in multi-cultural and multi-ethnic environments.
