Job Context:
∎ Project: Camp Coordination and Camp Management (CCCM), funded by UNHCR

∎ Duration of Contract: Up to 31 December 2020
Job Responsibilities:
∎ Camp Coordination and Camp Management
∎
∎ Act as the focal point for CCCM activities and issues taking place at the camp level;
∎ Establish and maintain effective intra-camp coordination mechanisms and facilitate participation in inter-camp coordination activities;
∎ Identify, analyse and prioritize camp needs in order to avoid service duplication and gaps in assistance and protection;
∎ Set up and maintain a camp information management system in line with global CCCM Cluster guidelines including sex- and age-disaggregated data collection and transparent, yet appropriate, information sharing with all relevant stakeholders in manner that upholds the principle of confidentiality;
∎ Advocate for the legitimate needs and rights of the camp population through liaison with CiC/Camp Administrator, humanitarian service providers and other actors;
∎ Liaise between the camp population and humanitarian service providers and other actors;
∎ Ensure appropriate links with national/local authorities, state institutions, civil society and other relevant stakeholders, including effective coordination and information exchange with them;
∎ Establish, strengthen and monitor an effective, transparent and representative camp governance system including coordination of service provision and other defined camp activities;
∎ Promote and facilitate accountability towards camp population through the establishment of complaints and feedback mechanism system;
∎ Ensure clarification of roles and responsibilities amongst stakeholders in the camp, for maintenance of camp infrastructure with a focus on sustainability and community/local government ownership;
∎ Support the development of effective referral mechanisms in close collaboration with relevant stakeholders;
∎ Finance and budget management

∎ Support budget management;
∎ Forecast monthly cash requirements for AAB's CCCM operations;
∎ Contribute to the development of procurement plans;
∎ Contribute to quality checks and procurement committees to finalise suppliers' selection according to applicable scenario;
∎ Confirm quality of material selection when applicable;
∎ Ensure a proper management and use of the project assets and stocks;
∎ Plan team movements based on available fleet and applicable policies.

∎ Participate in the recruitment of CCCM staff (development of organigrams, ToRs, elaborating the tests and reviewing them; interviews etc);
∎ Ensure that CCCM staff understand and can perform their roles and responsibilities;
∎ Organize training for CCCM staff.
∎ Reporting
∎
∎ Draft regular weekly and monthly reports and highlight the camp situation;
∎ Report programme progress and challenges to Senior Camp Manager/Sector Lead - SMSD.
Additional Requirements:
∎ At least 5 years' working experience including two years in managerial positions in INGO or equivalent
∎ Experience in CCCM is highly desired specially Cash for work (CFW).
∎ Team-work oriented, capacity to work independently; personal commitment, efficiency, flexibility, experience in working effectively and harmoniously with colleagues from varied cultures and professional backgrounds at all levels.
∎ Excellent understanding on field operation and CFW program implementation.
∎ Good communication skills and have experience in working with community people.
∎ Excellent spoken and written English language skills and the capacity to produce quality reports independently.
∎ Perform other relevant duties required for the project as well as the organization.
∎ Experience in CCCM and Rohingya Response.
∎ Clear understanding on protection issues, CCCM, human rights, DRR and resilience
∎ Experience working in emergency responses targeting vulnerable people
∎ Understanding of Human Rights Based Approach (HRBA) and Core Humanitarian Standard (CHS)
∎ Orientation to gender sensitivity.
∎ Ability to work under extreme pressure and meeting deadlines.
∎ Team player with strong experience in multi-cultural and multi-ethnic environments.
