Master`s degree in Human Resources Management, Business Administration, Law, or a related field.
The Deputy General Manager - HR & Compliance is responsible for overseeing all aspects of the Human Resources function and ensuring full compliance with all local labor laws, international standards and buyer Codes of Conduct within the garment factory. This role requires a strategic leader who can manage a large workforce, drive employee engagement, optimize HR processes, and mitigate compliance risks.
Human Resources Management
Strategic HR & Planning: Develop and implement HR strategies, policies, and procedures that align with the company`s business goals and the specific needs of the garments manufacturing environment
Recruitment & Onboarding: Manage the end-to-end recruitment process for all levels, ensuring adequate staffing for production needs. Oversee effective onboarding and orientation programs
Compensation & Benefits: Manage the payroll system, ensuring accurate and timely disbursement. Administer a competitive compensation and benefits structure, including wage-grade management and annual increments
Performance Management: Implement and manage a robust performance appraisal system for staff and management, linking performance to development and rewards
Training & Development: Identify training needs for staff and workers, and develop/deliver programs focused on skill enhancement, safety, and compliance awareness
Employee Relations & Welfare: Act as the primary point of contact for employee grievances, maintaining a fair, positive, and productive work environment. Oversee worker welfare activities, including canteen, medical facilities, and transportation
Discipline & Grievance: Oversee the disciplinary process in line with company policy and labor law, ensuring fairness and proper documentation
Legal Compliance & Social Accountability
Regulatory Compliance: Ensure the factory adheres strictly to all national and local labor laws, including factory acts, employment regulations, minimum wage, working hours, and health and safety standards
Buyer & Social Compliance: Serve as the factory`s representative for all social compliance audits (e.g., SEDEX, BSCI, WRAP, SA8000) conducted by international buyers and third-party agencies
Audit Management: Develop, implement, and monitor corrective action plans (CAPs) resulting from audits, ensuring timely closure of all non-compliance issues. Maintain all compliance-related documentation and records meticulously
Stakeholder Relations: Build and maintain excellent relationships with labor inspectors, governmental bodies, worker unions/committees, and buyer compliance teams
Health & Safety: Collaborate with the Health & Safety team to ensure the factory environment is safe and healthy, overseeing compliance with fire safety, structural integrity, and personal protective equipment (PPE) usage
