Education:
    • Bachelor/Honors
  • Bachelor’s degree in civil engineering, Architecture, environmental Engineering, or Disaster Management is required from any UGC approved university.
  • An Additional Degree in Development Studies, Environmental Management, Strategy and Policy, Life Science, or Business Studies will be preferred

Responsibilities & Context:

This position will be responsible for providing overall managerial and technical input, knowledge management, proposal and budget development for DRR projects and EPR initiatives, as well as monitoring and evaluation of project activities and all implementation at the field level under the supervision of the Programme Coordinator-WASH and DRR.

Project Management, planning and Supervision:

  • Design, plan, and implement Natural Resource Management (NRM) activities in camp areas, ensuring alignment with the project objectives.
  • Support the field team in the effective and efficient implementation of Cash-for-Work (CfW) activities, including the timely distribution of cash.
  • Conduct technical assessments, verify NRM schemes, facilitate donor field visits, maintain complete documentation, and ensure clear communication and coordination between the donor and the implementing agency.
  • Lead the development and regular updating of the Emergency Response Plan, including contingency planning at both the organisational and facility levels, in line with BRAC’s emergency policies and procedures.
  • Support the planning, implementation, and monitoring of sector-specific preparedness initiatives; track progress and provide technical support to ensure timely and effective execution.
  • Conduct and support research initiatives, and contribute to the development of project proposals, concept notes, and other technical documents in accordance with organisational priorities and donor requirements.
  • Assist technical teams in identifying hazard-based disaster risk mitigation measures (e.g., cyclone, landslide, flood, environmental, and earthquake risks), including thorough process documentation.
  • Conduct emergency needs assessments and support the development of emergency response plans, budgets, and MEAL plan.

Staff management and Coordination:

  • Establish and maintain constructive relationships with local authorities, ISCG working groups, Local DMC members, NGOS, INGO’s, donor agencies, host communities, Chairmen, Members/Councillors, and other stakeholders where necessary. Liaise and collaborate with local authorities and other key stakeholders to ensure the successful completion of implementation works.
  • Ensure supportive supervision of the staff member who will report directly to him/her and assist the staff member in performing the job according to the project plan.

Documentation, Budget management and Reporting:

  • Update activity-wise financial status on a regular basis to calculate expenditure rate and ensure effective and efficient fund utilisation.
  • Support in compilation of field-level loss and damage, response report for SITREP.
  • Ensure proper and quality documentation of sectoral achievements, lessons learnt and important events.
  • Provided support to the team for conducting assessments to capture good practices with case stories
  • Responsible for controlling and monitoring project total expenditure, including verification and checking of invoices and claims to ensure that all expenditures are captured and properly recorded.
  • Prepare and share periodical reports such as quarterly, annual, and situation reports according to the scheduled deadline and requirements.

Safeguarding:

  • Ensure the safety of Programme Participants, people who come into contact with the organization and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the Programs’ goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working Environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every Course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident Takes place and encourages others to do so.
