Community Development Centre (CODEC) invites applications for the position of Technical Officer-PSN for implementing the `Education and Protection for Refugee Community (EPRC) Project` funded by UNHCR, located at Cox`s Bazar District.
Duration: 15 September 2026 to 31 December 2026
Job Location: Ukhiya/Teknaf, Cox’s Bazar.
Key areas of responsibility:
C.1.Key area of Performance/Responsibility/Accountability:
a) The Technical Officer – PSN will provide overall technical and operational guidance to the PSN Case Management team across the project working areas of Ukhiya and Teknaf under the direct supervision of the CBP Coordinator.
b) She/he will directly supervise and provide technical guidance to the Senior Case Management Officers and ensure that the Case Management Officers receive appropriate technical direction and support through the established supervision structure.
c) She/he will ensure consistent implementation of PSN identification, verification, assessment, referral, follow-up, documentation, and case closure processes across the assigned camp areas, in line with established PSN Case Management procedures. The UNHCR guidance includes identification and verification, initial and in-depth assessment, referrals, follow-up, and case closure as key elements of the PSN case management approach.
d) She/he will conduct frequent field visits and regular movement across the working areas of Ukhiya and Teknaf to monitor implementation, review progress, identify gaps, and provide required technical and operational support.
e) She/he will review implementation progress of the PSN Case Management team and provide technical feedback to the Senior Case Management Officers to strengthen the quality and effectiveness of case management services.
f) She/he will provide technical support for complex, medium, and high-risk cases and facilitate appropriate technical discussion, referral, follow-up, or case conference where required.
g) She/he will arrange and facilitate case conferences for cases requiring multi-disciplinary or coordinated discussion, with participation of relevant personnel and stakeholders as appropriate, while ensuring confidentiality and protection-sensitive handling of case information.
h) She/he will organize and participate in regular PSN Case Management team meetings to review implementation progress, achievements, challenges, case management quality, reporting, and follow-up actions.
i) She/he will identify technical capacity gaps within the PSN Case Management team and develop or facilitate appropriate coaching, orientation, mentoring, and capacity-development initiatives.
j) She/he will ensure that capacity development activities are appropriately planned, documented, and followed up to strengthen staff knowledge, skills, and adherence to established case management standards.
k) She/he will maintain active coordination with other CODEC-CBP components operating in the assigned camps, including Community Centre, CFM, COMs, Community Groups, Religious Engagement, Sports for Protection, and other relevant CBP staff, to strengthen identification, referral, information sharing, and coordinated protection response.
l) She/he will maintain active coordination with the Child Protection and GBV components of the project to strengthen appropriate referrals, information sharing, joint case discussions, and coordinated support for PSNs where relevant.
m) She/he will maintain regular coordination with CICs, Camp Protection Focal Points, and other relevant camp-level stakeholders to facilitate smooth implementation, access, coordination, and follow-up of PSN Case Management activities.
n) She/he will maintain active technical coordination with UNHCR counterparts responsible for PSN Case Management and other relevant UNHCR CBP camp-level focal points to discuss implementation progress, technical issues, coordination matters, referrals, reporting requirements, and emerging concerns.
o) She/he will participate in relevant camp-level coordination meetings and represent CODEC-CBP on PSN Case Management-related matters as assigned.
p) She/he will arrange necessary internal and external coordination meetings related to PSN Case Management and ensure that agreed decisions and follow-up actions are communicated to the relevant team members.
q) She/he will support coordination between field-level PSN Case Management teams and relevant UNHCR, CIC, protection, health, disability, legal, and other service providers in accordance with established referral pathways.
r) She/he will ensure that referrals and case-related coordination are carried out with due attention to confidentiality, informed consent, data protection, and safeguarding requirements.
s) She/he will review and monitor overall team workload, staffing, field coverage, and operational requirements and communicate identified gaps to the CBP Coordinator.
t) She/he will identify implementation challenges, technical gaps, and coordination issues across the assigned camps and provide timely updates and proposed follow-up actions to the CBP Coordinator.
u) She/he will support the CBP Coordinator in operational planning, implementation monitoring, technical review, coordination, and overall management of the PSN Case Management component.
v) She/he will ensure that PSN Case Management activities contribute to coordinated and inclusive protection programming within the overall CODEC-CBP implementation structure.
w) She/he will perform any other responsibilities assigned by the CBP Coordinator within the scope of the position.
x) Ensure compliance with PSEAH, Child Safeguarding, Safeguarding, CODEC Code of Conduct, organizational policies, humanitarian principles, confidentiality, and other relevant standards and procedures, and promote their application by all concerned staff and volunteers.
C:2 Reporting & Documentation
a) The Technical Officer – PSN will take overall responsibility for ensuring the quality, accuracy, completeness, and timely submission of PSN Case Management reports and documentation to the CBP Coordinator.
b) She/he will review and consolidate reports submitted by the Senior Case Management Officers from the Ukhiya and Teknaf field areas before submission to the CBP Coordinator.
c) She/he will ensure timely preparation and submission of weekly, monthly, quarterly, and other required PSN Case Management reports in accordance with CODEC and donor reporting requirements.
d) She/he will ensure that reported achievements, case management figures, referrals, assessments, follow-up actions, case status, and other reported information are properly verified and consistent with available records and trackers.
e) She/he will review and analyse PSN Case Management progress against approved plans and identify major achievements, gaps, challenges, trends, pending actions, and areas requiring management attention.
f) She/he will maintain oversight of relevant PSN Case Management trackers, monitoring tools, reporting formats, and documentation systems and ensure that they are regularly updated.
g) She/he will ensure that case management-related documentation is maintained appropriately and that required records are available for programme monitoring, quality assurance, coordination, and reporting purposes.
h) She/he will prepare analytical updates, briefing notes, presentations, and other PSN Case Management information required by the CBP Coordinator, UNHCR, coordination platforms, or internal management.
i) She/he will provide timely updates to the CBP Coordinator on significant protection concerns, serious implementation challenges, coordination issues, referral barriers, and other matters requiring management attention.
j) She/he will support the CBP Coordinator in preparing donor and UNHCR reporting related to PSN Case Management and ensure that information is accurate, evidence-based, and properly consolidated from the field.
k) She/he will ensure that all reporting and documentation processes comply with confidentiality, data protection, safeguarding, and informed consent requirements.
C:3 Coordination & Representation:
a) The Technical Officer – PSN will maintain regular coordination with the CBP Coordinator on implementation progress, technical quality, field-level challenges, coordination requirements, and strategic issues related to PSN Case Management.
b) She/he will maintain active coordination with Senior Case Management Officers and Case Management Officers in all project working areas of Ukhiya and Teknaf.
c) She/he will maintain active coordination with other components of the project to promote coordinated identification, referrals, case discussion, and protection response.
d) She/he will coordinate regularly with CICs, Camp Protection Focal Points, and relevant camp-level authorities/stakeholders regarding implementation, access, coordination, referrals, and other operational issues.
e) She/he will maintain active technical coordination with UNHCR PSN Case Management counterparts and other relevant UNHCR CBP camp-level focal points.
f) She/he will attend relevant camp-level coordination meetings and other sector or technical meetings related to PSN Case Management and represent CODEC-CBP as assigned.
g) She/he will organize necessary team meetings, technical meetings, coordination meetings, and case conferences and ensure proper documentation and follow-up of agreed actions.
h) She/he will facilitate communication and coordination between field teams and relevant stakeholders to address implementation gaps and ensure timely follow-up.
i) She/he will ensure that all coordination and representation activities are conducted professionally and in accordance with CODEC policies, confidentiality requirements, safeguarding standards, and protection principles.
j) Agree to comply with the CODEC Code of Conduct, safeguarding standards, confidentiality requirements, data protection principles, and other relevant organizational policies.
