Experience:
B.Sc. in Civil Engineering/Electrical Engineering is Mandatory.
At least 2–3 years in a supervisory or deputy managerial role.
Proven experience in handling government projects and large-scale construction procurement in Bangladesh.
Postgraduate degree or professional certification in Supply Chain Management / Procurement will be an added advantage.
Strong understanding of construction methodology and material requirements·
Excellent negotiation, analytical, and vendor management skills·
Sound knowledge of Bangladesh construction market and supplier base·
Proficiency in MS Excel, MS Office, and ERP systems·
Ability to read and interpret engineering drawings and BOQs·
Strong communication skills in Bangla and English·
High integrity, accountability, and compliance-oriented mindset.
Procurement & Material Management
· Plan, execute, and control procurement of civil construction materials (cement, steel, aggregates, bricks, finishing items, formwork, MEP-related items, etc.) as per BOQ and project schedule.
· Analyze drawings, specifications, and BOQs to ensure accurate material requisition and procurement planning.
· Prepare and process RFQs, comparative statements (CS), work orders (WO), purchase orders (PO), and contracts.
· Negotiate with suppliers and subcontractors to ensure competitive pricing, quality assurance, and timely delivery.
Government Project & Compliance
· Support procurement activities for government and semi-government projects in line with Bangladesh Public Procurement Rules (PPR) where applicable.
· Assist in preparation and maintenance of procurement-related documents for tenders, audits, and inspections.
· Coordinate with government authorities such as PWD, RAJUK, WASA, DPHE, LGED, and other regulatory bodies as required.
· Ensure compliance with BSTI standards, VAT, AIT, and relevant statutory requirements.
Vendor & Contract Management
· Develop and maintain an approved vendor and contractor database.
· Evaluate supplier performance based on quality, delivery, pricing, and compliance.
· Handle contract administration, rate analysis, variation orders, and dispute resolution related to supply issues.
Inventory, Logistics & Site Coordination
· Monitor inventory levels, material consumption, and stock reconciliation at project sites and central stores.
· Coordinate logistics and transportation to ensure on-time delivery to multiple project locations.
· Minimize material wastage, pilferage, and excess stock through effective control measures.
· Coordinate closely with project managers, site engineers, and store teams.
Cost Control & Reporting
· Monitor procurement budgets and material cost variance against estimates.
· Prepare periodic reports on procurement status, inventory, supplier performance, and cost savings.
· Support internal and external audits related to supply chain and procurement.
Team Support & Process Improvement
· Supervise and guide junior supply chain/procurement staff.
· Recommend process improvements and best practices to enhance efficiency and transparency.
· Support ERP or software-based procurement and inventory systems, if implemented.
