Responsibilities & Context:

Bashundhara Group, Sector-C is seeking a dynamic and experienced HR professional to join the HR & Admin team at Bashundhara Cement Industry, Mongla Plant. The incumbent will oversee all HR and administrative functions at the plant level, including recruitment, compliance, employee relations, welfare, safety, and general administration. This role requires hands-on experience in industrial HR operations and strong knowledge of the Bangladesh Labor Law.

Job Responsibilities

1. HR Operations & Workforce Management

  • Manage end-to-end recruitment, onboarding, placement, and manpower planning for plant operations.
  • Maintain employee attendance, leave records, and process payroll inputs in coordination with the central HR team.
  • Draft and issue HR documentation (appointment, confirmation, promotion, transfer, separation letters) as per management directives.
  • Monitor employee performance, handle disciplinary matters, and ensure proper execution of disciplinary actions.
  • Maintain up-to-date HR records and employee databases.

2. Policy Implementation & Compliance

  • Ensure the execution of company HR & Admin policies at the plant level in line with corporate standards.
  • Monitor plant-level compliance with the Bangladesh Labor Act 2006 (Amended 2018) and other applicable labor regulations.
  • Maintain legal and ethical labor practices, ensuring all HR operations are audit-ready.
  • Liaise with legal counsel and compliance teams to handle labor inspections and legal matters.

3. Industrial Relations & Employee Engagement

  • Foster positive employee relations and a collaborative work environment.
  • Manage grievance handling processes and resolve employee disputes promptly and fairly.
  • Handle union/worker matters professionally and legally to maintain industrial harmony.
  • Promote employee welfare initiatives and ensure access to support services (canteen, medical, childcare, etc.).

4. Safety, Health & Environment (SHE)

  • Ensure strict adherence to occupational health, hygiene, and safety regulations across the plant.
  • Conduct regular fire safety drills and workplace safety audits in compliance with statutory requirements.
  • Coordinate with safety officers for fire safety, electrical safety, and environmental compliance.

5. Administration & Facility Management

  • Oversee general administration, including factory security, utilities, transport, and housekeeping services.
  • Manage administrative logistics and provide necessary support to plant staff for smooth operations.
  • Maintain liaison with local authorities, law enforcement, and regulatory bodies for administrative and compliance matters.

6. Coordination & Reporting

  • Act as a link between central HR & Admin and the plant to ensure consistent implementation of organizational policies.
  • Support cross-functional collaboration to ensure smooth and efficient plant operations.
  • Prepare and submit regular reports on HR metrics, compliance, disciplinary matters, and welfare activities.
