Responsibilities & Context:
  • Continuously monitor e-GP, CPTU, ministry portals, and donor procurement platforms for relevant tenders.
  • Shortlist opportunities based on profitability, technical feasibility, delivery risks, and past win-loss analytics.
  • Maintain a tender pipeline dashboard (value, closing date, required documents, risk flags).
  • Prepare full tender documentation: Forms, Manufacturer Authorization (MA), Technical Specs, Compliance Sheet, Past Performance, Audit Papers, VAT/TIN, Trade License, Bank Solvency, etc.
  • Upload, organize, and verify all e-GP documents ensuring zero errors in file naming, format, or version control.
  • Conduct pre-submission proofreading to eliminate disqualifying technicalities.
  • Handle tender securities (PG, BG, Pay Order) in coordination with banks.

Communicate with suppliers (local & international) to obtain:

    • Technical datasheets
    • Compliance certificates
    • Product catalogues
    • Authorization letters
    • Export prices & delivery timelines
  • Prepare full Technical & Financial BoQ with precise specification matching.
  • Cross-verify technical specs against tender requirements using triple-verification logic (datasheet + manufacturer + independent check).
  • Calculate OEC/NPI/NPPI based price strategies according to PPR 2025.

Prepare financial models including:

  • Landed cost
  • Tax/VAT implications
  • Logistics
  • Supplier margin
  • Risk buffer
  • Recommend final bid price ensuring competitiveness + profitability.

Maintain professional communication with:

  • Government procuring entities
  • Banks & financial institutions
  • Suppliers / OEMs
  • Freight forwarders
  • Follow up on clarifications, corrigenda, pre-tender meetings, post-tender queries.
  • Secure necessary certifications (ISO, CE, RoHS, etc.) from suppliers.
  • Coordinate with suppliers for production, shipment, LC/payment, and delivery scheduling.
  • Prepare delivery challans, invoices, inspection papers, warranty notes.
  • Manage GR/CR, installation support, and performance guarantee timelines.
