Job Context:
∎ HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring the rights and inclusion of people with disabilities in society. HI is an independent and impartial aid organization working in situations of poverty, exclusion, conflict, and disaster throughout Bangladesh. With projects in different districts of the country, HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and local humanitarian actors in order to respond to their essential needs, improve their living conditions, promote respect for their dignity and fundamental rights, and provide sustainability in its action. As one of the key organizations in the disability sector, HI has a wide range of projects which assist to promote the inclusion of persons with disabilities and their issues in emergency and development contexts, build capacities of local stakeholders, and reduce the impact of natural and human-made disasters. Particularly in Cox`s Bazar district, HI is providing services in rehabilitation, MH/PSS, SRH, protection and inclusive education with an inclusion mainstreaming approach to refugees and host population affected by the forcibly displaced undocumented Myanmar nationals. HI`s multi-sectoral mobile units (MU) and static approach are currently working in 15 camps located in both Teknaf and Ukhiya Upazilas and surrounding host areas providing comprehensive services in physical rehabilitation, primary health care, protection, and MH/PSS.
∎ HI is currently implementing development and humanitarian response project in Kurigram, Sitakindu, and Cox`s Bazar district through 4 project offices (Kurigram, Sitakundu, Ukhiya, and Teknaf) and 2 coordination offices( Dhaka and Cox Bazar).
∎ Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education and Atlas Logistic
∎ Number of staffs: Around 292 National staffs and 08 international staffs
∎ HI is currently looking for a Senior Technical Officer - Protection for its Technical Unit to provides technical support to operational teams to ensure the quality of all protection activities implemented by HI in Cox`s Bazar District (in refugee camps, makeshift camps, and host communities). The Senior Technical Officer - Protection will work closely with all team members, especially with the protection officers to help ensure that beneficiaries in need of protection receive timely and quality services directly or through functional referral.

∎ Duration of the Contract: As early as possible to 31 March 2022 with the possibility of extension.

Job Responsibilities:
∎ Objective-1: Technical Support
∎ Provide direct technical support to protection officers to ensure protection activities are well implemented in line with relevant operational guidance and SOPs (respect of prioritization criteria, consent, internal and/or external referrals and follow up, etc.) and meet required quality standards.
∎ Provide on-the-job support to protection officers through coaching and mentoring (regular field visits at least 3 times a week) and update protection technical specialists accordingly.
∎ Support the team to identify main protection concerns on the field and to report accordingly and in a quality manner to the Protection Technical Specialist.
∎ Identify training needs, draft capacity building plan, and support in developing training materials and training for protection/community officers, volunteers in coordination with the Protection Technical Specialist.
∎ Contribute to the development of specific identified tools (e.g. referral, assessment, SOP, etc), methodologies, and monitoring and evaluation initiatives.
∎ Contribute to protection mainstreaming programming through continuous engagement and regular training and orientation sessions for programme staff.
∎ Ensure the service mapping products are updated regularly and shared with the field team to ensure referrals are made in a timely and quality manner.
∎ Facilitate the organization of internal case supervision with protection/community officers to provide technical guidance and to build analysis capacity.
∎ Support the protection technical specialist in the implementation of internal case conferences between team members to ensure a consistent and transversal approach within the different sectors.
∎ Participate in the design of M&E, IEC tools, and forms, in collaboration with the Protection Technical Specialist and the MEAL manager.
∎ Objective-2: Coordination, Representation, and Reporting
∎ Regularly coordinate with all HI's program teams operating in Cox's Bazar District and if needed to other teams in Bangladesh.
∎ Regular link with the Team Managers (TMs) to ensure effective communication and appropriate information-sharing regarding the protection component, to be reported at camp level, with regular feedback to the Protection Specialist.
∎ Establish a close collaboration with the MHPSS, rehabilitation, inclusion STOs as well as with the team-managers to ensure effective communication and coordination of transversal activities.
∎ Maintain close collaboration with other protection actors and ensure HI's presence in all key relevant coordination platforms at camp level (regular link with TMs), as well as the good use of the referral pathway at camp level.
∎ Promote improved understanding of inclusive protection issues among all relevant actors.
∎ Ensure the correct use of M&E tools by providing support to the protection officers (assessment form, follow-up form, discharge and monitoring form, etc.) and the provision of accurate and reliable quantitative and qualitative data.
∎ Ensure all training/workshop documents and materials are formalized and systematically archived.
∎ Support the teams to produce regular reports on HI activities (newsletters, case studies, weekly and activity reports, etc.).
∎ Objective-3: • HR Management
∎ Organize regular team meetings with the protection officers and provide weekly program updates and staff planning.
∎ Contribute to monitoring the workload of the protection officers and provide regular feedback to the respective managers.
∎ Participate, upon request, in the recruitment of protection officers, providing support on technical aspects.
∎ Objective-3: Other
∎ Ensure compliance with HI technical standards and Code of Conduct.
∎ Ensure PSEA and Child Safeguarding standards are upheld.
∎ Ensure regular communication with the line manager on activity updates, achievements, and challenges via meetings, reports.
∎ Additional tasks as delegated by the line manager/TUM.

Additional Requirements:
∎ Age at least 25 years
∎ At least 03 years field experience as a Protection officer including at least 01 years in senior-level position (child protection, youth, and women protection) in any reputed national or international humanitarian NGO
∎ Capacity building experience (ability to prepare and conduct training)
∎ Communication skills in verbal and written Bangla and English
∎ Computer knowledge (MS office package- including Excel - both in English and Bangla)
∎ Strong teamwork approach
∎ Availability to travel to remote areas and spend time at the field level
∎ Ability to work under pressure and in a multicultural team environment
∎ Ability to plan and manage her/his time with the increased workload.
∎ Good communication and interpersonal skills
∎ Capacity to maintain close relationships with partners and stakeholders (networking skills)
