Experience:
Bachelor’s Degree in Social Sicenece or other relevant academic background (essential), Master’s Degree (desirable)
Expert in quantitative and qualitative research, management information systems, reporting, data quality assessments, data analysis, and presentation
Excellent understanding and/or knowledge in result based management, project design, and project cycle management etc.
Expert in information management/ databse management
Expert in designing and implementing baseline and endline studies, programme reviews, evaluations and other assessments
Experience working on international donor-funded projects
Fluent in speaking and excellent writing and editing skills in both English and Bangla
Good all round computer skills
Analytical skills
Experience
Minimum 4 years’ experience of working with an international or national development organization in M&E related positions
Experience to work with a humanitarian organization will be an added advantage
Contract Period: Initially 01 (one) year (with possibility of extention subject to performance and availability of fund)
Reportable to: Director/Deputy Director, Planning and Development (P&D) Department
Time attributed: 100% to the PMER
Overall responsibility
The Sr. PMER Officer works closely with the PMER team of BDRCS to strengthen effective and efficient planning, monitoring, evaluation, and reporting systems. The role includes supporting the implementation of the PMER Plan of Action, rolling out the PMER Framework, and building capacity of staff and volunteers on PMER.
Key specific responsibility
Planning
Support the PMER team in formulating the annual operational plan and budget for the P&D Department and the PMER Section
Collaborate with teams to support operational planning and budgeting for other Departments and Units
Provide technical support to departments in planning and designing projects and programs in line with BDRCS standards and results-based management approach
Assist P&D and PMER teams in the Strategic Planning process of BDRCS
Monitoring & Evaluation
Support PMER team to formulate standard guidelines, tools and templates for M&E
Ensure necessary technical support to the Departments, Programs, Projects and Units for systematic M&E as the M&E plans
Support PMER team to track progress of different operational plans as well as strategic plan of BDRCS
Perform information management duties including database managmeent on key informations and assist the team to develop and functionalize a Management Information System for BDRCS
Assist PMER team to collect and analyze information against different indicators regularly
Work in a team to undertake internal evaluations, reviews ans surveys of program and projects
Work as an Evaluation Management Team memebers for the external evaluations
Work in a team to establish standard system for collecting and responding to concerns and feedback from communities and other relevant stakeholders
Reporting
Work in a team to produce annual report for BDRCS
Write quarterly activity report and event report of P&D Department and PMER section
Assist the team toward timely production of Half Yearly Report of BDRCS ensuring reports from all Departments
Provide assistance to produce technical report such as M&E reports and analytical reports
Provide technical support to ensure quality in ‘Pledge Based Report’ and operational updates of different programs
