Experience:
Master’s degree in Statistics, Social Sciences, Development Studies, or a related field.
Professional certification or formal training in PMER/MEAL (e.g., PMD Pro, MEAL/PMER certification, Results-Based Management, Monitoring & Evaluation frameworks) will be considered an added value.
Experience
Minimum 3–5 years of relevant experience in PMER/MEAL within health, humanitarian, or development programs.
Proven experience in monitoring health programs, data analysis, and donor reporting.
Experience working with Red Cross/Red Crescent Movement or NGOs is an asset.
Required Competencies and Skills
Strong analytical and report-writing skills.
Proven ability to design indicators, tools, and monitoring frameworks.
Proficiency in MS Office (Excel, Word, PowerPoint); knowledge of data visualization tools is an advantage.
Ability to work independently and collaboratively in a multi-disciplinary team.
Strong communication, coordination, and facilitation skills.
Willingness to travel to field locations as required.

The Red Cross-Red Crescent Movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS), a national society of the Movement, constituted on 31 March 1973 by the President`s Order No. 26 of 1973 with retrospective effect from 16 December 1971, is the biggest humanitarian organization in the country. As an auxiliary to the government in terms of providing the humanitarian assistance, BDRCS has been working to prevent and alleviate human suffering through rendering humanitarian services in partnership with local authorities and communities across all the districts of Bangladesh through its 68 branches and dedicated network of volunteers, in line with the international humanitarian standards and adhering to the seven Fundamental Principles of the Red Cross Red Crescent Movement.

Job Purpose: The PMER Officer will be responsible for planning, monitoring, evaluation, accountability, learning, and reporting of Health Department programs and projects. The role aims to ensure evidence-based program design, effective implementation tracking, quality reporting, and continuous learning to improve health interventions in line with organizational strategies, donor requirements, and national health priorities.
Job Description/ Responsibilities-
1. Planning and Program Design
Support the Health Department in developing annual and project-specific work plans, logical frameworks, results frameworks, and monitoring plans.
Assist in integrating PMER components into project proposals, concept notes, and budgets.
Ensure alignment of health programs with organizational strategies, donor guidelines, and national health policies.
2. Monitoring and Performance Tracking
Develop and implement monitoring tools, indicators, and data collection methodologies for health department and its programs and projects.
Conduct routine field monitoring visits to assess progress, quality, compliance, and effectiveness of health interventions.
Track outputs, outcomes, and indicators against approved plans and targets.
Ensure timely identification of implementation challenges and recommend corrective actions.
3. Evaluation and Learning
Support the design and implementation of baseline, midline, endline, and special evaluations.
Coordinate internal reviews, lessons learned workshops, and after-action reviews for health programs and emergency responses.
Promote learning and adaptive management by documenting best practices, success stories, and challenges.
4. Reporting and Documentation
Prepare high-quality narrative reports (monthly, quarterly, annual, and donor reports) in coordination with program teams.
Ensure data accuracy, consistency, and compliance with donor and organizational reporting requirements.
Develop dashboards, fact sheets, and presentations for internal and external stakeholders.
Maintain proper documentation and PMER databases for all health projects and programs.
5. Data Management and Quality Assurance
Establish and maintain health program databases and ensure data quality, integrity, and confidentiality.
Conduct routine data quality assessments (DQA) and verification exercises.
Support digital data collection and reporting systems where applicable.
6. Accountability and Stakeholder Engagement
Support accountability to affected populations by integrating feedback and complaint mechanisms into health programs.
Analyze feedback data and support program teams in responding and improving service delivery.
Coordinate with relevant departments, partners, and donors on PMER-related matters.
7. Capacity Building and Technical Support
Provide technical support and training to health program staff and volunteers on PMER tools, indicators, and reporting.
Support field teams in strengthening monitoring systems and evidence-based decision-making.
