Job Context:
∎ Breaking the Silence (BTS) is a non-profit, voluntary organization registered with the Department of Social Services (Registration No. 05037, Date: 17 October 2000) and NGOAB (Registration No. 1642, Date: 20 May 2001). The organization works to establish child rights, prevent child abuse and child sexual abuse, prevent child marriage, accelerate child-friendly good governance, improve the quality of education at the primary and pre-primary level, prevent violence against women, empowering children and women. The organization is going to implement a project titled `Community-Based Child Protection Mechanism for the Children of Garment Workers in Bangladesh at Mirpur under Dhaka North City Corporation. The project will be implemented with the support of `Terre des Hommes Netherlands (TdH NL).` BTS is going to recruit the `Project Officer` for the mentioned project, and the position will be based at Mirpur, Dhaka.

Job Responsibilities:
∎ The Project Officer is responsible for Child Protection including supervising and supporting the quality implementation of activities related to community-based child protection in the project area. He or she is responsible for managing or leading all activities with children and youth groups, Child Protection Forums (CPFs), and Child Protection Monitoring Committees (CPMCs) and other community people under the supervision of the respective line manager.
∎ KEY AREAS OF RESPONSIBILITIES:
∎ 1: Child protection team management and programme implementation
∎ Support to design a project implementation plan, formulate budgetary plan, ensure timely and quality project delivery, prepare project progress reports, coordinate and manage the Child Protection related project.
∎ Directly manage the Community Social Workers and ECD Teachers who are responsible for children and Youth groups, awareness sessions with the parents groups and awareness raising, ensuring that they achieve their objectives and intended program results.
∎ Facilitate establishing and managing ECD centre in the slum areas.
∎ Conduct performance reviews for staff; support them to set performance objectives and monitor progress.
∎ Provide coaching, mentoring and capacity building support to the Community Social Workers and ECD Teachers.
∎ Represent the organization in the community and community leaders and actors, collaborating with Government and private sectors.
∎ Ensure adherence to the Child Safeguarding Policy and reporting procedures.
∎ 2: Strengthen Community based child protection
∎ Responsible for strengthening sustainable child protection through community engagement and structures.
∎ Lead in the establishment and running of Child Protection Forums (CPFs) and Child Protection Monitoring Committees (CPMCs) together with Community Social Worker and ECD Teacher, ensuring monthly meetings are taking place and minutes are documented.
∎ Manage and deliver trainings for the members of CPFs & CPMCs
∎ Oversee awareness raising activities, including the development of key messages, session plans and monitoring activities.
∎ Experienced in organizing and facilitating trainings, workshops and meetings with government officials and community peoples.
∎ Strengthening coordination with relevant stakeholders and Government Officials.
∎ 3: Supervision and management of child protection cases and relevant services
∎ Supervise Community Social Worker, ECD Teachers and other relevant actors on the identification, assessment, documentation, case planning, service provision and referral (to relevant services) and follow-up of at-risk children and families.
∎ Support to organise awareness raising activities to identified vulnerable children
∎ Support the development of appropriate child protection information materials.
∎ Support the respective project officials (Program focal of the organizational, Project Coordinator and other officials) in capacity building initiatives of Community Social Workers and ECD Teacher.
∎ Oversee to ensure emergency need-based support to the vulnerable children through referral.
∎ Share information on field-level successes and challenges with the supervisor.
∎ Ensure that major challenges are flagged early, and addressed in an appropriate way.
∎ 4: External and internal coordination and representation
∎ Support on and keep up-to-date a map of existing services to which children and families can be referred.
∎ Build collaborative relationships with organization and service providers at the field level and support Community Social Workers and ECD Teacher to ensure effective referrals and collaboration.
∎ Work in close collaboration with CPMC members, Community influential, Local Elected Bodies (LEBs), Government officials and private sectors to strengthen our relationship with the community and to strengthen the referral system.
∎ Ensure referral mechanisms (with other actors) are in place and cases are appropriately managed and followed up when referred
∎ Ensure constant and transparent communication and collaboration with relevant stakeholders, including community members, community leaders and families.
∎ 5: Data management and data protection principles
∎ Ensure that Community Social Workers and ECD Teachers respect confidentiality and follow ethical guidelines.
∎ Ensure that files, registers and computer databases are used in an appropriate and correct manner and ensure Community Social Worker adhere to Information Sharing and Data Protection Protocol
∎ Ensure accurate case files are completed and that case management forms are utilized appropriately
∎ 6: MEAL and Reporting
∎ Work closely with the monitoring and evaluation team, provide support to develop and implement appropriate monitoring, evaluation and learning systems for child protection interventions, ensure links to report requirements.
∎ Provide timely and quality inputs to meet reporting requirements and timeline.
∎ Support in preparing quality and timely reports for donors and Senior Management with relevant materials.
∎ Ensure case stories, good practices are captured with high quality photographs, documented and disseminated at project level and thematic programme level.
∎ Provide timely and quality inputs on cross cutting issues (CCIs)
∎ Prepare monthly, quarterly, half yearly and annual reports.
∎ Others: Be able and willing to respond to natural disasters or emergency situations, when needed and any other task assigned by Supervisor and /or Senior Management of BTS.

Additional Requirements:
∎ Age at most 40 years
∎ Three months probation period. After successful completion of the probation period, based on the performance of the staff and recommendation from the supervisor, the post may be continued till the project's lifetime.
∎ Working Experience: Must have at least 3-5 years of experience in equivalent position of the relevant Field.
∎ Applicants should have experience in the following business area(s): Working experience in Program in a National / International NGO.
∎ Women candidates are encouraged to apply.
∎ Work experience on child protection system and community development at slum community of Dhaka City will give priority in the selection process.
∎ Able to work under pressure and willing to frequent travel to the Field area in the Project Area.
∎ Knowledge in community development, ability to work under timeline, facilitating participatory training, conducting the workshop, brainstorming sessions, focus group discussions, simulation, seminars, meetings, strong interpersonal skills, team-building capacity, problem-solving skills.
∎ Good writing and speaking skills in English and Bangla.
∎ Must have computer skills in MS Word, Excel, PowerPoint.
∎ Experience to drive Motorcycle and have a valid motorcycle driving license.

Salary: Tk. 32000 (Monthly)

Compensation & Other Benefits:
∎ 2 days weekend
∎ Office time, Annual Leave, Increment & other facilities will be applicable as per 'Recruitment and Human Resource Management Policy' of Breaking the Silence and the facilities will be applicable also based on available resources in the project budget.
