Requirements:

Responsibilities & Context:
∎ Leading FSM and SWM technical team and ensuring smooth operation in camps
∎ Ensuring proper de-sludge in camps through proper co-ordination of the desludging teams and safe disposal/treatment of the fecal sludge in the FSTP
∎ Monitoring the fecal sludge treatment plants and ensuring their smooth operation and checking the effluent quality to ensure safe disposal in environment
∎ Monitoring the operation of solid waste management compost plants by ensuring proper segregation of organic and inorganic wastes
∎ Closely monitoring the composting process to ensure best quality of compost
∎ Dealing with vendors to ensure reuse/recycle of inorganic wastes
∎ Safe disposal of non-recyclable inorganic wastes in an environment-friendly manner
∎ Collection of de-sludging data from different camps and preparation of monthly de-sludge report
∎ Proper utilization of vacu tugs with an efficient operational plan and regular maintenance of them
∎ Ensure that all WASH infrastructure data is well managed and provides an accurate representation of the reality on the ground
∎ Submit regular reports related to the project’s WASH infrastructure to the Project Manager
∎ Conduct trainings regarding operation and maintenance of FSTPs and compost plants among the team members and volunteers
∎ Ensuring the quality of all materials by close co-ordination with the procurement team
∎ Preparation of drawings (AutoCAD), BoQ/Cost Estimates and Tender documents for FSTP/Compost Plants/MRF/other' WASH infrastructures whenever required
∎ Help design and revise the construction/rehabilitation works component of the project work-plan, and monitor that the implementation of the construction/ rehabilitation activities respects the time-table milestones and deadlines
∎ Verify the work done at site and recommend for the payments to contractor(s)/casual labors etc.
∎ Develop technical resources (e.g. strategic framework, standard operating procedures (SOPs), manuals) to guide BRAC WASH Infrastructure interventions, drawing from international best practices, along with field specific observations
∎ Define the reference standards to be adopted in the planned WASH infrastructure ü Regular monitoring of ongoing construction activities to ensure that all the activities are executing as per design, specifications and work schedule
∎ Develop and maintain good relationships and lines of communication with relevant local authorities and communities, prior to intervention explaining BRAC role as an NGO and liaising with them during all phases of the project
∎ Keep close coordination with contractors through regular meetings
∎ Extend all possible technical support to other team members and contractors when and where required
∎ Working in harmony with all other project staff and field team for the effective and efficient day-to-day management of the WASH project
∎ Develop and execute a capacity building plan for BRAC Water, Sanitation, & Hygiene (WASH) staff
∎ Conduct trainings for project staff and ‘Community WASH Focal Points’ on WASH infrastructure monitoring, operations, and maintenance
∎ Attend and participate in capacity building trainings locally and internationally, if any
∎ Monitor expenditures, budgets, and track activity expenses; ensure that appropriate action is taken in a timely fashion
∎ Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so
∎ This position will solely be responsible for structural design and develop technical resources for WASH facilities. More responsibilities will be given emphasis to preparation of detail implementation plan and guideline, detailed activities and work plan, operational processes and timely budget expenditure of field level implementation of the project activities with the association of project team.
