Work Hours: Full-time, 48 hours per week, with flexibility required for field activities and travel.
BACKGROUND
Mather Bari Bohumukhi Somaj Kallan Songstha (MBSS) is a newly established initiative aimed at empowering the Rohingya community in Cox’s Bazar through advocacy, capacity-building, and protection programs. MBSS strives to strengthen the voices of the Rohingya in policy dialogues and international engagements, focusing on leadership development, anti-trafficking measures, and cultural preservation. MBSS is committed to creating a platform for community-driven advocacy and fostering partnerships with government agencies, NGOs, UN bodies, and academic institutions.
Job Summary:
The Project Engineer will supervise and ensure the quality of construction works in the community, focusing on community infrastructure development, including foot trails, bamboo bridges, and other essential structures. The engineer will work closely with community mobilizers, supervisors, and laborers, ensuring construction work adheres to the agreed specifications and designs. The role also involves preparing progress reports, conducting assessments, and providing technical support to construction workers.
Responsibilities:
1. Infrastructure Development & Quality Assurance
Design and Oversee Construction: Lead the design, construction, and rehabilitation of critical WASH infrastructure (e.g., latrines, bathing cubicles, water supply systems, and drainage) to meet Sphere standards and regulatory compliance.
Ensure Technical Quality: Conduct rigorous site supervision and quality assurance inspections (minimum of 3 site visits per week) to ensure strict adherence to engineering drawings, specifications, and project quality goals.
Resolve Technical Issues: Provide immediate technical guidance and innovative solutions to resolve construction-related challenges during the execution phase, minimizing delays and cost overruns.
Manage Resources & Procurement: Prepare detailed Bills of Quantities (BOQ) and technical specifications; review and approve construction materials to ensure compliance with quality standards before acceptance.
2. Disaster Risk Reduction (DRR) & Resilience
Implement DRR Measures: Supervise the construction and repair of resilience infrastructure, including flood shelters, protective embankments, and critical access structures (foot trails, bamboo bridges) to enhance community safety.
Conduct Risk Assessments: Facilitate hazard and vulnerability assessments across designated camp areas and develop actionable, community-led mitigation plans to reduce disaster impact.
Cash-for-Work Management: Mobilize and technically supervise Cash-for-Work (CfW) teams (an average of 50-100 daily laborers) for the timely improvement of critical infrastructure, documenting work volume and quality.
3. Reporting, Documentation, & Monitoring
Maintain Financial & Physical Records: Accurately prepare and maintain the official Measurement Book (MB) for every scheme and track daily records of construction workers, labor hours, and the volume of completed works.
Produce Timely Reports: Prepare comprehensive daily and weekly progress reports and presentations for the Project Manager, clearly articulating milestones achieved, critical challenges, and proposed technical solutions.
Support Accountability: Develop and implement Monitoring and Evaluation (M&E) frameworks to systematically track project impact indicators (e.g., number of beneficiaries served, operational facility rate) and ensure accountability to donors and stakeholders.
Ensure Audit Readiness: Establish and maintain a centralized filing system for all technical reports, site photos, design documents, and final project completion reports (PCRs) to ensure full compliance for auditing purposes.
4. Stakeholder Coordination & Capacity Building
Coordinate with Authorities: Act as the primary technical liaison with local government authorities (like RRRC/CiC) and implementing partners to ensure all infrastructure activities are aligned with host government and broader humanitarian strategies.
Empower Local Workers: Provide hands-on technical training and orientation (minimum of 1 session per week) to local construction workers on best practices, quality standards, and safety protocols, fostering skills development and project ownership.
Facilitate Community Ownership: Collaborate with Community Mobilizers to organize training sessions for facility user groups, promoting effective facility maintenance, sustainable use, and hygiene awareness to ensure long-term functionality.
Integrate Programming: Work collaboratively with Health, Education, and Livelihood sectors to integrate WASH and DRR messaging and infrastructure, ensuring a holistic approach to community well-being and development.
Working Conditions:
Contractual position based at Camp-15, Ukhiya, Cox’s Bazar, with occasional travel to other camps or locations as required.
Flexibility in working hours, especially during community events or emergencies.
