Project Title: Site Management and Site Development Project in Camp-15

Contract Duration: 5 months (1st November-2025-31th March-2025), with the possibility of extension based on performance and funding.
Work Hours: Full-time, 48 hours per week, with flexibility required for field activities and travel.
Job Summary:
The SMS Officer – Community Engagement will play a key role in initiating, facilitating, and strengthening community-led programs and governance structures within displacement sites. The officer will establish strong relationships with community members, engage in participatory decision-making, and support community access to critical services such as health, education, and employment. They will also work to enhance accountability, promote inclusive representation, and ensure compliance with humanitarian principles.

Key Responsibilities:
1. Site Management & Community Empowerment
Establish Inclusive Governance: Establish and rigorously support inclusive camp governance structures (e.g., DMUs), ensuring proportional representation and active participation from all demographic groups, particularly women and Persons with Special Needs (PSN).
Drive Community-Led Solutions: Initiate, facilitate, and oversee the implementation of Community Led Projects (CLPs), empowering beneficiaries to identify and deliver solutions for site improvement and resilience (e.g., CLP-DRR schemes).
Strategic Liaison: Serve as the primary liaison for site-level matters, maintaining face-to-face relationships and facilitating formal communication with refugee leaders, Sectoral Working Groups (SWGs), and local government authorities (e.g., RRRC/CiC).
Advocacy and Consultation: Organize and lead structured participatory consultations to capture community needs, articulate their concerns, and advocate on their behalf to influence service design and resource allocation decisions.
2. Operational Oversight & Service Quality Assurance
Daily Site Management: Oversee the comprehensive day-to-day management of the displacement site, ensuring that basic service provision (WASH, Health, Protection, etc.) and infrastructure maintenance meet both Sphere and camp-specific standards.
Continuous Monitoring: Conduct systematic and verifiable site assessments and monitoring to track service delivery gaps, infrastructure decay, and protection risks, ensuring prompt referral and resolution of identified issues.
Work Plan Execution: Develop, implement, and rigorously track site-specific work plans and resource deployment, ensuring all activities are executed efficiently and meet established project goals and timelines.
Compliance and Safety: Ensure stringent compliance with all organizational safety SOPs, security protocols (MOSS), and humanitarian principles, prioritizing the dignity and well-being of displaced populations.
3. Accountability, Protection & Capacity Building
Protection Mainstreaming: Implement and monitor protection mainstreaming strategies across all site activities, proactively identifying, mitigating, and documenting specific risks to vulnerable individuals and groups.
Accountability to Affected Populations (AAP): Promote and enforce Accountability to Affected Populations (AAP) through transparent communication, and manage the camp's Complaints and Feedback Mechanism (CFM), ensuring all feedback is processed, tracked, and used to adjust program delivery.
Capacity Development: Provide targeted technical capacity-building training and mentorship for SMS assistants, volunteers, partners, and community governance structures (e.g., DMUs) to enhance their skills in site management, coordination, and protection.
4. Data Management & Reporting
Data Collection & Analysis: Lead quantitative and qualitative data collection through community assessments and monitoring activities to inform operational planning, resource allocation, and evidence-based decision-making.
Timely Reporting: Prepare and submit accurate, timely, and structured reports on site conditions, activity progress, resource utilization, and key operational challenges, ensuring high-quality data for internal stakeholders and donors.
Document Management: Maintain meticulous records of all community engagement activities, governance minutes, incident reports, and site assessment data to ensure full accountability and facilitate program learning.
Working Conditions:
Contractual position based at Camp-15, Ukhiya, Cox’s Bazar, with occasional travel to other camps or locations as required.
Flexibility in working hours, especially during community events or emergencies.

Mather Bari Bohumukhi Somaj Kallan Songstha (MBSS) is a newly established initiative aimed at empowering the Rohingya community in Cox’s Bazar through advocacy, capacity-building, and protection programs. MBSS strives to strengthen the voices of the Rohingya in policy dialogues and international engagements, focusing on leadership development, anti-trafficking measures, and cultural preservation.
