Project Title: Site Management and Site Development Project in Camp-15

Contract Duration: 5 months (1st November-2025-31th March-2025), with the possibility of extension based on performance and funding.
Work Hours: Full-time, 48 hours per week, with flexibility required for field activities and travel.
BACKGROUND
Mather Bari Bohumukhi Somaj Kallan Songstha (MBSS) is a newly established initiative aimed at empowering the Rohingya community in Cox’s Bazar through advocacy, capacity-building, and protection programs. MBSS strives to strengthen the voices of the Rohingya in policy dialogues and international engagements, focusing on leadership development, anti-trafficking measures, and cultural preservation. MBSS is committed to creating a platform for community-driven advocacy and fostering partnerships with government agencies, NGOs, UN bodies, and academic institutions.
Job Summary:
The SMS Officer – Service Monitoring and Coordination, reporting to the Project Manager, plays a critical role in ensuring effective service monitoring, coordination, and management within displacement sites. The officer will oversee site management activities, facilitate participatory governance structures, monitor service delivery, and ensure compliance with humanitarian standards. Key responsibilities include coordination with stakeholders, addressing gaps in assistance, strengthening accountability mechanisms, and promoting the safety and dignity of displaced populations.
Geographic Scope:
This position has a localized focus, ensuring adherence to MBSS policies, humanitarian principles, and donor guidelines within Camp-11. The officer will contribute to area-specific strategies and translate them into actionable plans and daily tasks, providing technical support and guidance to field teams.
Key Responsibilities:

1. Humanitarian Service Monitoring & Coordination
Coordinate Service Delivery: Coordinate humanitarian services within the displacement site to ensure effective, non-duplicative delivery across all sectors.
Identify Gaps: Facilitate needs assessments and service mapping to systematically identify service gaps and implement prompt, data-informed measures to address them.
Monitor Quality and Accountability: Continuously monitor site conditions, infrastructure, and service provision to guarantee quality standards and uphold accountability to affected populations3.Information Dissemination: Ensure that noticeboards and all communication materials at the site level contain up-to-date and accessible information on available services and how beneficiaries can access them.
Stay Informed: Remain well-informed of the most current information regarding services provided by international and national partners, as well as relevant national authorities.
2. Data Management, Assessment, and Reporting
Conduct Site Assessments: Lead and execute site-level assessments and data collection activities to inform CCCM planning and strategic resource allocation.
Ensure Data Quality: Control the quality of data collected by the field team, ensuring proper information management and data integrity.
Track Progress and Impact: Track project progress and impact through regular assessments, data collection, and robust monitoring frameworks.
Timely Reporting: Prepare and submit timely reports on site conditions, needs, activities, and emerging challenges to relevant stakeholders and the Site Management Officer (SMO).
Maintain Records: Maintain accurate, auditable records of all implemented CCCM activities and documentation of field expenses.
Preliminary Analysis: Prepare preliminary analysis of data collected by the field assistant and relevant activity reports.
3. Stakeholder Engagement and Site Governance
External Alignment: Establish and maintain regular communication and a collaborative relationship with community leaders, humanitarian partners, and local authorities to ensure program alignment.
Support Governance Structures: Support and strengthen site governance structures, ensuring inclusive representation and building trust for effective site management.
Facilitate Participatory Approaches: Facilitate participatory approaches to meaningfully engage affected communities in decision-making processes and site management.
Coordination Meetings: Attend relevant coordination meetings and clearly convey accurate information on site management activities to stakeholders as instructed by the SMO.
4. Project Implementation and Compliance
Work Plan Execution: Develop, implement, and monitor structured work plans that are strictly aligned with overall project goals and timelines.
Oversee Management: Oversee the day-to-day operational management of displacement sites, ensuring proper service delivery and infrastructure maintenance.
Resource Optimization: Ensure the efficient utilization of resources, including staff, materials, and funds, to achieve project objectives while anticipating and resolving implementation constraints.
Compliance and Protection: Ensure compliance with safety SOPs, security protocols (MOSS), and humanitarian principles, while actively mainstreaming protection by identifying risks and implementing mitigation strategies.
Capacity Building: Conduct capacity-building training for assistants and community governance structures on CCCM principles, roles, and responsibilities, and strengthen knowledge-sharing platforms.
Working Conditions:
Contractual position based at Camp-15, Ukhiya, Cox’s Bazar, with occasional travel to other camps or locations as required.
Flexibility in working hours, especially during community events or emergencies.
