Job Context: This position is responsible for overall ship staff’ recruitment, crew management including hiring, training and retaining crews, maintaining liaison with crew manning agent and proper arrangement of CTM (Cash to Master) for smooth and safe transportation of the vessels.
Job Responsibilities:
Ship’s Staff Selection
Ensure that ship’s personnel are selected through maintaining a proper process by sourcing out competent personnel and arranging interviews in a proactive manner.
Make sure that joining formalities of ship personnel are performed as per International Safety Management Code.
Assure a safe and smooth operation of the vessels by providing qualified vessel staff through maintaining liaison with contracted manning agent.
Ensure qualifications and experiences of all new recruits are genuine through proper verification and checking previous Company's records.
Crew Management
Ensure that each vessel is manned with qualified, medically fit, and experienced crew.
Assure a comfortable working environment for crew by monitoring vital issues of crew management such as signoff planning, ticketing, visa, port agent activities and local joining formalities.
Ensure proper follow up regarding crew change activities for allocated vessels on a regular basis and database management for all crews with their contractual agreement period.
Maximize the potentiality of the crews by developing training matrix and providing training in consultation with the Board of Directors.
Ensure that Maritime labor Compliance’s (MLC) requirements are followed properly specially for the wellbeing of all the crews.
In-house Assessment & Development
Ensure the proper arrangement of in house assessment process meaning CBT based training as mandatory requirements which should include ECDIS , RADAR, AUX Engine, Cooling System, ETO, OWS and MARPOL
Assure proper manning development as per the requirements of ILO, ISM, Flag Administration, Seamen’s union and representative bodies.
Ensure the proper execution of crew performance appraisal process and develop training module as per the performance gap.
Assure that experience matrix for each vessels are developed and maintained in order to comply with RIGHTSHIP requirements.
Negotiation & Agreement
Ensure cost minimization in every negotiation & agreement activities such as manning agent cost, billing and crew salary.
Assure there is no conflict of interest with the organization by developing a collaborative relationship with the parties
Management of CTM
Ensure safe transportation of vessels by arranging CTM (Cash to Master) as per requirements and demand by the Master
Flagship Administration
Ensure that international standards are followed and maintained in Flag administration by surveying and inspecting vessels in accordance with domestic and international regulations.
Team Guardianship
Take care of team members through motivation, inspiration and guidance that encourages team bonding within the department
Maximize the potentiality of team members by developing & growing them through training, mentoring & supervising that contribute to the growth of the organization
Relationship with Management
Maintain good relationship with Management by ensuring on time enquiry support which includes collecting information from reliable sources, maintaining records and preserving important reference documents with high confidentiality
Develop collaborative relationship with all the Business Leaders of MGI through maintaining proper bridge of cooperation, facilitation & group cohesiveness
