Job Responsibilities:
∎ Design 'annual preparedness plan' linking with Annual Operating Plan (AOP), Standard Operating Procedure (SOP), and Contingency Plans
∎ Make sure emergency management system of BRAC (e.g. Early Warning and Alert System, Incident Command System-ICS, Upazila Disaster Management Team-UDMT etc.) is functional in emergencies
∎ Maintain regular coordination with support functions to make sure emergency response logistics system and supply chain are functional
∎ Develop initiatives for continuous learning pilots and innovation in collaboration and coordination with relevant sector/functions of BRAC
∎ Ensure humanitarian standards/principles in the implementation of BRAC's humanitarian assistance - particularly SPHERE and its companion guides e.g. protection principles, Core Humanitarian Standard (CHS), and minimum standard of key response sectors
∎ Ensure dissemination of early warning (with necessary instruction) when and where required
∎ Guide to conduct immediate damage, needs and capacity assessment to determine timely response, and coordinate for timely engagement of BRAC
∎ Manage, supervise and monitor implementation of projects through field team; ensure minimum quality standards in the implementation process - guided by the humanitarian standard and principles
∎ Establish a synergies between technical and support functions (e.g. finance, admin, logistics etc.) to ensure logistic and supply requirements in time
∎ Ensure compliance with BRAC monitoring, evaluation and learning expectations and approach
∎ Guide team members (both at Head Office and field level) achieving the target.
∎ Facilitating new project conception in collaboration with Programme development and fund raising team
∎ Ensure meaningful internal and external communication, coordination and collaboration in regards to preparedness and humanitarian response
∎ Collaborate and coordinate with funding and non-funding partnership to increase participation including NGO partners, networks, alliances, institutions, UN bodies, Government etc.
∎ Coordinate within BRAC Humanitarian Programme (BHP) team to improve team building, mutual learning and ensuring timely support on DRR, capacity building, M&E and knowledge management
∎ Represent BRAC in country humanitarian architecture i.e. Cluster mechanisms and engage with the cluster mechanism at times of crisis
∎ Act as a focal point of humanitarian response at the national level, and ensure support at the international level as/when assigned by the management
∎ Provide leadership to the programme team and ensure clarity over project plans and priorities, encouraging effective team work and effectiveness and building team spirit through regular meetings and events
∎ Ensuring performance management system is effectively implemented, setting probationary reviews, regular catch ups and performance appraisals
∎ Team building and development of team capacity, with particular focus on developing skills, knowledge and capacity relevant to attaining the preparedness and humanitarian response
∎ The position is a budget holder and responsible for budget management as delegated by Director BHP.
∎ Ensure that project activity meet the donor and BRACs financial compliance and supervise to budget modification preparation and revision. Prevention of financial fraud related to programme
∎ Produce high quality and timely reports (as/when required) for BRAC, Donors and within agreed reporting schedules as required
∎ In coordination with relevant team members, ensure the preparation of a timely programme delivery and submitting the donor reports on project activities in compliance with BRAC and donor requirements
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme's goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so
∎ Be prepared to undertake other duties related to BRAC's programme as and when required by the programme Director
Additional Requirements:
∎ Minimum 8 years of working experience with 6 years' experience in managing emergency programmes in a number of humanitarian crises
∎ Sound knowledge of national and international disaster management architecture and framework, core humanitarian standard and principles, coordination mechanism, humanitarian reform, humanitarian programme cycle, National and international statue relating to disaster management etc.
∎ Capable for planning and prioritizing under any stress situation
∎ Excellent skills in team building, problem solving and decision making
∎ Demonstrated coordination skill and able to implement programme in a challenging work environment
∎ Excellent communication, coordination and networking skill
∎ Familiar with MS Office, MS Excel, MS PowerPoint
