∎ At least 7 years of progressive experience in senior management roles within Health and Nutrition programmes, particularly in the context of NGOs, INGOs, or UN agencies. Candidates with proven experience in Emergency Programmes are strongly encouraged to apply.
∎ Knowledge:
∎ Strong understanding of health and nutrition principles in emergencies.
∎ Familiarity with the cluster system, UN agencies, NGOs, and coordination mechanisms.
∎ Knowledge of WHO protocols, and other required guidelines.
∎ Understanding of disease surveillance, outbreak control, and data interpretation.
∎ Insight into cultural, and socio-economic factors affecting health in crisis settings.
∎ Skills:
∎ Ability to lead sector coordination, manage stakeholders, and drive joint action.
∎ Skills in needs assessment, gap analysis, and response planning.
∎ Strong verbal and written communication, including advocacy and report writing.

Responsibilities & Context:
∎ Lead, formulate, and update the Health and Nutrition Sector’s strategic plan in alignment with evolving humanitarian needs, ensuring synergy with both BRAC’s organizational priorities and the FDMN (Forcibly Displaced Myanmar Nationals) response strategy.
∎ Develop and implement comprehensive work plans that encompass staff management, budget oversight, and operational coordination to ensure effective, timely, and quality service delivery across all programmatic areas.
∎ Ensure alignment with national health policies, donor priorities, and emergency response frameworks.
∎ Ensure the implementation of strategic plans, operational guidelines, and annual work plans for effective project/ programme delivery in HCMP while maintaining quality standards and achieving objectives.
∎ Provide technical guidance to teams and Programme Managers (PMs) by developing structured work plans, monitoring frameworks, and implementation strategies aligned with project proposals/Joint Response Plans to ensure effective programme delivery.
∎ Support the PMs in setting the priorities of the programme in line with the overall health strategy, and the programmatic needs and sector priorities.
∎ Identify and address project technical support needs in collaboration with BRAC’s technical and strategy teams to ensure effective implementation.
∎ Provide operational guidance and oversee the implementation of HCMP's Primary Health Care (PHC) activities and comprehensive health, nutrition and mental health services, ensuring quality, efficiency, and alignment with humanitarian standards and organisational objectives.
∎ Ensure ISCG and WHO guidelines are properly disseminated across the programme and primary health care and other medical centers of BRAC HCMP.
∎ Support the programme development team to ensure that high quality, evidence and needs-based project proposals are developed, according to the proposal flowchart and in compliance with donor regulations as well as within the parameters of the Joint Response Plan and HCMP Strategic Action Plan.
∎ Review budget proposals, project proposals and provide overall guidance to ensure quality at all levels.
∎ Taking necessary steps to raise funds and ensuring proper utilisation of funds to achieve specific targets.
∎ Review financial and donor reports before finalisation and submission to donors and other stakeholders.
∎ Ensure the sector adheres to all required standards through regular quality audits, with documented findings and timely corrective actions.
∎ Establish community feedback mechanisms (e.g., hotlines, complaints boxes) and ensure timely resolution to uphold accountability to affected populations (AAP).
∎ Ensure 100% staff training on Prevention of Sexual Exploitation and Abuse (PSEA) and Child Protection, reinforcing a zero-tolerance policy for any violations.
∎ Ensure that project learning and achievements are shared with both internal and external stakeholders.
∎ Guide and supervise M&E team to carry out real-time monitoring, after-action review and other forms of project monitoring and evaluation.
∎ Ensure that lessons learnt are documented and shared with the HCMP teams.
∎ Coordinate with health and nutrition actors by participating regular sector meetings and ensuring alignment of activities between NGOs, UN agencies, and governments to prevent duplication and improve efficiency.
∎ Network with stakeholders including local health agencies, humanitarian organisations, and donors to build strong partnerships and enhance collaboration for effective programming.
∎ Advocate for health and nutrition priorities at high-level forums and with policymakers, ensuring that the needs of crisis-affected populations are prioritized in response efforts and funding allocations.
∎ Facilitate information sharing with the relevant stakeholders, ensuring the collection and dissemination of accurate data that informs strategic planning and decision-making.
∎ Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.

∎ This position is responsible for providing strategic leadership and technical oversight for planning, implementing, and monitoring health and nutrition sector in humanitarian settings. This role will ensure quality control, facilitating fundraising and proposal development, and maintaining coordination with government and local stakeholders to align with sectoral objectives. Moreover, this role will drive evidence-based decision-making and strengthens the impact of health and nutrition interventions.
