Job Context:
∎ The post holder is responsible for the overall management of the PHC, the management and training of all PHC staff (medical and non-medical), under the guidance of the Health PM and in close collaboration with PHC Medical, Maternity and Nurse supervisors, in coordination with the WASH, nutrition, logistics, Child Protection, and MHPSS Tdh teams, as well as the Regional Health Coordinator and Field Coordinator.
∎ Technical implementation, supervision and monitoring of health activities in the PHC
∎ Organizing PHC resources to maximize attainment of project results
∎ Networking, collaboration and coordination with local stakeholders and relevant authorities
∎ Ensuring continuum of care and good quality of health services to the patients as well as good maintenance of the PHC buildings and all support services

Job Responsibilities:
∎ Assessment design and development of health services:
∎ Contribute to needs assessments/surveys and context/situational analyzes
∎ Provide inputs and guidance to the choice and design of health services and interventions.
∎ Contribute to program strategy, project concept notes and proposals
∎ Support in the identification of project sites
∎ Participate and lead the implementation of basic health services with the PHC staff and field stakeholders
∎ Contribute to an M&E system inbuilt in the PHC functioning and strategy.
∎ Support design and execution of emergency preparedness plan, in collaboration with health manager, coordinator and other Tdh programs.
∎ Technical Implementation, Supervision and monitoring of health services and project activities:
∎ In coordination with the health PM, provide technical guidance in the implementation of a quality comprehensive package of essential PHC service including reproductive and maternal health care.
∎ Support the community-based health promotion team.
∎ Set up and operationalize referral mechanism linked with health sector partners referral pathway for health emergencies and with other Tdh projects and facilities.
∎ Plan and conduct regular monitor and supportive supervision visits to the field sites and provide situational reports
∎ Carry out progress and quality improvement assessments and processes (activity review meetings, exit interviews, satisfaction surveys, focus group discussions)
∎ Contribute to project reporting by providing regular situational and technical activity progress reports.
∎ Ensure submission of relevant data and reports as requested by the sector and working groups (DHIS, EWARS, SRH, 4W among others)
∎ Contribute to project evaluation and learning by ensuring documentation and filing of all inputs, activities and processes
∎ Ensures that beneficiaries and local populations understand the project objectives and participate actively in their implementation.
∎ Ensures that all staff in the PHC and members of his/her team and daily-paid workers are provided with protective equipment adapted to their activities (for example: PEP kits, gloves…)
∎ Ensures that all beneficiaries are respectfully treated according to human rights principles, gender and diversity and child protection policies from Tdh.
∎ Organizing project resources to maximize attainment of project results:
∎ Contribute to planning and forecasting of PHC resources including human resources and supplies
∎ On a monthly basis provides the Health PM & Admin/Finance Unit with a financial report and all information necessary for the development of cash flow estimates specific to the Health program.
∎ Ensures that the monthly budget and expenses tracking of the PHC is up to date, participates in analyses, detects possible anomalies, and proposes adjustments to the Health PM.
∎ Lead training of health care workers on the recommended technical guidelines and protocols, linking up with the Ministry and health sector for updated guidelines and be on the look-out for scheduled training announced through the sector coordination and ensure staff are appropriately nominated to attend
∎ Plan and implement on-site hands-on on-job coaching/training for staff during regularly scheduled field visits for internal capacity building
∎ Ensure staff leaves/absence planning and attendance sheets are completed and submitted
∎ Timely complete and submit staff performance appraisals as required
∎ Collaborate with the health manager and support departments to find solutions to staff administrative problems, and communicate information from coordination to field staff
∎ Initiate purchase requisitions for drugs, supplies and medical equipment, and collaborate with the health manager and logistics department throughout the order, procurement and delivery process; contributes to the analysis of supplier of bids for purchases with highly technical specifications.
∎ In coordination with the Logistics Unit, ensures the appropriate storage of medications, medical consumables or equipment specific to his/her program(s);and ensures timely stock issue requests are received from the field and delivered,and weekly/monthly consumption reports are received from the field and entered into the database, and provide analysis report of medical stocks consumption on monthly basis and as requested
∎ Communicates to the Logistics Unit on a weekly basis the PHC needs related to vehicles and communication equipment; and coordinate with them the logistical components of his/her programs (delivery, distribution, on-site storage, etc.).
∎ Participate in design and production of formats and data collection tools, and ensure consistent supply and availability of health registers and reporting tools
∎ Provide technical assistance to staff responsible for data collection in all service areas, and organize on-site hands-on orientation sessions on the tools and formats including data submission schedule
∎ Follow-up to ensure completed data forms from the field are submitted on a timely schedule (daily, weekly, monthly) and cross-check these for accuracy and completeness before entry
∎ Supervise data entry and ensure updated health database is shared on a weekly and monthly basis, and as requested by project management and coordination.
∎ Provide descriptive snapshots of analyzed data, plan and lead field activity review, feedback and dissemination sessions
∎ Participate in design and production of IEC/BCC materials and ensure timely and adequate availability for use by CHWs / Community Outreach workers.
∎ Networking, Collaboration and coordination with other TDH projects, field and sector stakeholders:
∎ Develop and maintain relationships and collaboration with all identified relevant local interlocutors
∎ Attend and represent Tdh in local/field site programmatic stakeholders and sectoral meetings and events.
∎ Support in networking and negotiation with local government and Health authorities/partners and representatives in the implementation of interventions
∎ Support efforts to grow the project impact through advocacy and relationship building
∎ Present and advocate Tdh best practices and learning lessons
∎ Others:
∎ Accepts new responsibilities as and when those are assigned by the line supervisor.

Additional Requirements:
∎ Both males and females are allowed to apply

∎ High level of technical knowledge allowing the person to oversee the quality of health care
∎ Services provided in the PHCC
∎ Essential working experience in developing countries.
∎ At least 2 years of management experience of health facilities.
∎ At least 3 years experience of delivering health programs in humanitarian settings.
∎ Previous experience in Bangladesh will be an advantage
∎ Successful track record of developing funding strategies and securing high levels of funding from institutional donors; excellent knowledge of the Log frame, proposal and budget development
