Responsibilities & Context:
∎ Assist the MEAL manager in designing MEAL plan, tools/methodology and inductor tracking mechanism for the MACP’s PRODRIPTA.
∎ Lead to roll out MEAL&KM interventions with minimum supervision.
∎ Support and ensure incorporation of environmental and climate issues are incorporated in the monitoring tools, and prepare environmental mitigation and management plan (EMMP) and Climate Risk Management Plan (CRM), as per the donor and GoB rules and policies.
∎ Guide the project and partners staff to ensure implementation of the MEAL system through regular inputs in tools/ data collection platform and follow up with project staff.
∎ Established and maintained project MIS and ensure data quality data entry by the project staff.
∎ Work with MEL Manager to develop a robust system to facilitate databased decision making for all the output-wise activities and revision of approach (if needed).
∎ Design and carry out digital data collection for Post-Distribution Monitoring (PDMs), Community Score Card (CSC), surveys, assessments etc.
∎ Setting up and ensuring accountability mechanism. Ensure that the CFRM is effectively functioning, including and ensure closing the loop of all feedback.
∎ Collect and validate field data on a regular basis for donors and other reporting purposes.
∎ Support the MEAL manager in drafting, guiding and managing consultant or project team in conducting baseline, mid-line and end line survey and evaluations and reporting.
∎ Design tools/methodology for collecting monitoring data on regular basis.
∎ Work with partner and lead to capacity building initiative for smooth operational of MEAL&KM interventions. Taking initiative partner capacity building plan in terms of MEAL&KM perspective.
∎ Job Summary:
∎ The Senior Officer - MEAL and documentation based in Gaibandha/Patuakhali is responsible to support the MEAL manager to establish and implement an efficient and effective Monitoring, Evaluation, Accountability and Leaning (MEAL) system as well as a Complaint Feedback and Response Mechanism (CFRM), Capacity building of project particularly partner staff of PRODRIPTA project. S/he will also be responsible for preparing different types of report with quality. S/he will collect and manage all hard and soft data with accuracy to present timely to donors, CARE’s PEARL Department and other stakeholders as necessary. S/he is also responsible, as per guidance of the MEAL manager, to support her/him to produce high quality, reliable, and efficient reports and information systems tailored to the needs of the donor and different levels of management and operational staff’s as well as the GoB. S/he will also assist MEAL manager in program baseline and evaluations and capturing and disseminating learning to wider audience.

Compensation & Other Benefits:
